BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The incumbent will ensure that WFP Syria Homs Field Office develops and maintains facilitated, positive and effective partnerships and purposeful relationships that are relevant to the facilitation of the implementation of the operations and the obtaining of relevant approvals from various government authority including facilitations letters from Governor’s office to facilitate movement of WFP’s loaded trucks to final destinations.

ORGANIZATIONAL CONTEXT AND ROLE:

The Programme Facilitator will work under the direct supervision of the Head of Homs field office and have a technical reporting line to the Head of the Emergency Relief, NGO & Partnerships unit based in Damascus Country Office.

KEY ACCOUNTABILITIES (not all-inclusive)

• In coordination with Engineering & Protocol unit, the incumbent will liaise with the various local authorities (Ministry of Foreign Affairs, governorates, municipalities, and city councils), facilitating the submission and obtaining of approvals and work permits related to WFP's premises in Syria (offices, guest houses, warehouses).

• In coordination with Supply Chain unit, the incumbent will liaise with various local authorities (Ministry of Labour and Employment, governor’s office, security services) to obtain approvals on food dispatched in timely manner and follow up on truck movement should further challenges arise at the check points.

• The incumbent will work closely with the Emergency Relief, NGO & Partnerships unit in Damascus country office to follow-up on the required approvals for field level agreements from relevant ministries and ensure the continuity of programme implementation.

• Coordinate with Field Offices and Country Office should support be needed regarding external stakeholders.

• Prepare all outputs required and track and report the progress of the related projects.

• Establish strategic approaches in coordination and negotiation with relevant stakeholders and authorities.

• Support the emergency relief and retargeting exercise preparation and implementation of VNR results.

• Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree in international affairs, development, political science, economics and engineering or other relevant field, or First University degree with three (3) additional years of relevant work experience and/or training courses.

Experience:

Three (3) years or more of post-graduate professional experience in a relevant field work (implementation of operations and identifying efficiencies in international organizations or NGOs) with a background and interest in humanitarian development.

The incumbent will have experience in developing effective partnerships with diverse stakeholders and make recommendations to strengthen representation of WFP activities to further facilitate coordination with concerned stakeholders. Knowledge of Homs/Hama and Idlib areas and experience in liaising with authorities in these locations. Knowledge and experiences of dealing with security forces at checkpoints, city councils, transporters and retailers to support WFP operations.

Languages: Fluency in both oral and written communication in Arabic and in English.

• Ability to work independently and as part of a team • Well-organized, detail-oriented and able to prioritize and manage multiple tasks simultaneously with minimal supervision • Willingness to undertake regular and extended field visits and interact with different stakeholders • Ability to work in challenging and volatile settings, understand the cultural and political environment and ability to work with partners as well as local authorities.
