Overview

Support implementation of SDG Cities Initiative and Youth 2030 Cities.

You have:

• Bachelor’s degree in Gender, Human Rights, Development Studies, Social Sciences, International Development is required.
• Relevant working experience, of at least 2 years, in the field of programme development, client coordination, and capacity building is required.
• Excellent proficiency in spoken and written English is required.
• Knowledge of Spanish is desirable.

Result of Service The consultant will support the implementation of the SDG Cities Initiative during its pilot phase with a focus on finalizing the SDG Cities certification criterium, on-boarding new cities from North and South America, and ensuring a functioning programme structure with necessary informational materials. Simultaneously, the consultant will develop a project framework for the second phase of Youth 2030 Cities and create supporting documents and tools as well as identify project partners.

Duties and Responsibilities Organizational Setting: UN-HABITAT, Global Solutions Division, Programme Development Branch and the Urban Practices Branch-- Human Rights and Social Inclusion unit.

UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate and affordable housing for all. It works with organizations at every level, including all spheres of government, civil society and the private sector, to help build, manage, plan and finance sustainable urban development.

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially, economically and environmentally sustainable cities, towns and other human settlements.

In 2020 UN-Habitat launched its global flagship initiative SDG Cities. SDG Cities aims to support 1000 cities to accelerate their achievement of the SDGs. It does this by supporting: - the collection and analysis of data; - the generation of evidence-based action plans; - strengthening capacities of local institutions; and - the development of SDG impact project portfolios and their financing.

In regard to these components UN-Habitat has developed digital diagnostic tools, training packages and a Cities Investment Facility that can be accessed by city authorities and stakeholders. They will be supported through technical backstopping from technical units based at country, regional and global levels. The flagship initiative anticipates reaching scale through establishing national SDG Cities Initiatives involving the participation of national groupings of several cities, and through partnerships with national and regional city networks.

Outstanding efforts of cities to accelerate the achievement of SDGs is recognized through a prestigious SDG Cities Certification. Simultaneously, the initiative promotes youth engagement in local decision making for the accelerated localization of the SDGs. For that reason, SDG Cities will strengthen collaborations with the Youth 2030 Cities initiative to optimize local country partnerships.

The Youth 2030 Cities project began in October of 2021 in collaboration with the Healthy Cities for Adolescents (Botnar) Program, a Fondation Botnar initiative. The objective of the project is to promote the localization of the SDGs through strengthening of local youth capacity to partner with local governments to co-create evidence-based interventions and engage in overall city governance. The project aims to enable meaningful participation of young people in governance and urban planning activities, the localization of the Sustainable Development Goals (SDGs) and New Urban Agenda (NUA). As Youth 2030 Cities expands to become a programme, it will continue to grow its activities and provide young people and their communities and organizations with training and opportunities to engage in governance and participate in evidence building process.

In 2022-2024, normative tools will be refined and further developed from tools piloted in the first Phase of the programme - tools such as SDG Cities Training for youth in partnership with the Capacity Development Unit, and the SDG Scorecard, an impact measurement and reporting App for young people and local governments to collaborate and co-create solutions towards the achievement of the SDGs, as well as new tools addressing issues of capacity building for youth organisations and financing / fundraising for SDG localization programmes.

DUTIES AND RESPONSIBILITIES

Under the supervision of Inter-regional advisor, Programme Development Branch and Programme Management Officer, Human Rights and Social Inclusion Unit, the consultant will undertake the following duties and responsibilities in the duty station of Nairobi:

1. Coordinate the on-boarding and certification process for Latin American cities in addition to creating translated materials. Facilitate informational meetings for Latin American cities and help construct Programme Documents for PRC/IPMR processes.

2. Create informational materials and communications documents for new cities and possible donors to enhance knowledge of SDG Cities and advocate for SDG localization.

3. Create and provide online, self-paced trainings to educate new and interested cities on SDG Cities and guide cities through the different criteria required for certification.

4. Collaborate with other units within UN-Habitat, such as the SDG Localization unit, to create national programmes in countries rooted in the SDG Cities framework.

5. Establish certification criteria and corresponding outputs required for cities to attain certification. Provide technical support the SDG Cities certification resolution to be adopted by member states and piloted in 10 countries.

6. Conduct a thorough review and auditing of the certification applications submitted by member cities to ensure certificate validation.

7. Develop Youth 2030 Cities phase 2 ProDoc, grant application, and undertake workshops with the donors.

8. Finalize initial framework for phase 2, articulate the new framework with SDG Localization team (internal and external), and conduct peer review session to finalize the framework.

9. Prepare outreach and training material for potential local partners for dissemination when determined by Botnar.

10. Consolidate quantitative and qualitative report based on learnings from phase 1 to inform phase 2 framework and activities. Contribute to the overall Youth 2030 Monitoring and Evaluation process.

11. Design new global survey to be sent to all cities and pre-tested before roll- out.

12. Develop and test ToT training package to include areas of learning requested by participants during rapid assessments and surveys

Qualifications/special skills Bachelor’s degree in Gender, Human Rights, Development Studies, Social Sciences, International Development is required. Relevant working experience, of at least 2 years, in the field of programme development, client coordination, and capacity building is required.

Languages English and French are the working languages of the United Nations. For the consultancies advertised, excellent proficiency in spoken and written English is required. Knowledge of Spanish is desirable.
