Org. Setting and Reporting This position is located in the Programme Office in the Central African Republic (POCAR) of the United Nations Office on Drugs and Crime (UNODC) in Bangui, Central African Republic. POCAR operates under the UNODC Regional Office for West and Central Africa (ROSEN) located in Dakar, Senegal. The incumbent will work under the direct supervision of the UNODC Regional Representative for West and Central Africa based in Dakar, Senegal, and the substantive guidance of the ROSEN Programme Coordinator (Trafficking in Persons and Smuggling of Migrants) and the Senior Law Enforcement Expert, also based in Dakar. S/he will also liaise and cooperate closely with all relevant substantive UNDOC Sections and the Regional Section for Africa and the Middle East (RSAME) of the Division for Operations (DO) at UNODC headquarters in Vienna.

Responsibilities The incumbent will be responsible for the overall implementation and direction of the UNODC project against Trafficking in Persons in the Central African Republic (CAR) and Cameroon, implemented in partnership with IOM-CAR and IOM-Cameroon, under the leadership of UNODC. S/he will also be responsible for the coordination of other UNODC initiatives in CAR and Cameroon focusing inter alia on other forms of organized crime and illicit trafficking.

Within delegated authority, the incumbent will perform the following specific duties:

  • Act as coordinator for the Project as well as other UNODC initiatives in CAR: monitor and analyse the development and implementation of the project; consolidate annual detailed work-plans including estimated budget and attribution of responsibilities; facilitate project monitoring and evaluation; organize project meetings with project national and international counterparts; identify problems and issues to be addressed and initiate corrective actions; monitor all expenditures linked to the project and prepare/review financial reports in line with UN rules and regulations and donors' requirements.

  • Guide and coordinate the teams working on trafficking in persons and smuggling of migrants, composed of international and national experts, consultants and administrative staff. Participate in the recruitment of personnel for the project.

  • Initiate, coordinate and participate in the preparation and drafting of a variety of written outputs, such as technical publications, background papers, correspondence with governments, progress reports, evaluation reports, mission reports, briefings, presentations, manuals, toolkits, guides etc. Prepare/review/consolidate all narrative and financial reports due within the implementation of the UNODC projects on trafficking in persons and smuggling of migrants.

  • Liaise with relevant national, regional and international counterparts at strategic level with a view to facilitate the delivery of UNDOC technical cooperation and avoid duplication and overlapping of activities. Liaise with the implementing partners and the donors to ensure the smooth implementation of the projects.

  • Prepare, lead and participate in complex needs assessment and technical assistance missions, including the coordination of staff and consultants during multi-country research missions. Organize and participate in awareness-raising events on trafficking in persons and smuggling of migrants.

  • Lead UNODC fund-raising efforts to further expand UNODC initiatives on trafficking in persons and migrant smuggling, and other UNODC mandated areas in CAR, Cameroon, and other countries in the Central African region and to provide increased support and services to existing project locations by preparing materials, participating in major donor meetings and fundraising missions, building support for costsharing contributions from the Governments, identifying other local funding sources for UNODC projects and activities, etc.

  • Promote the work of UNODC within the overall framework of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air, both supplementing the United Nations Convention against Transnational Organized Crime.

  • In the framework of UNODC's Regional Strategy against Trafficking in Persons and Smuggling of Migrants in West and Central Africa, coordinate policy development, including the review and analysis of issues and trends with the UNODC Human Trafficking and Migrant Smuggling Section (HTMSS) and generate research initiatives focused on HTMS, in coordination with other relevant ROSEN and UNODC HQ staff.

  • Function as the focal point for UNODC and external partners in queries related to trafficking in persons and smuggling of migrants and other UNODC-mandated areas in CAR, Cameroon, and the Central African region.

  • Perform other work-related duties as required.

    Education An advanced university degree (Master's degree or equivalent) in criminology, social science, international relations, political science, law, public administration, management or related field is required. A first-level university degree in similar field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of relevant, progressively responsible professional work experience in project management, monitoring and formulation, donors' relations and fund-raising mechanisms is required. Working experience in crime prevention and criminal justice at national and international levels is required. Working experience in trafficking in persons and/or smuggling of migrants related areas is required. Working experience in working with/in developing, transitional or post-conflict countries is required. Working experience in other forms of organized crime and illicit trafficking is desirable. Working experience in a United Nations field office or mission is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required. Knowledge of another UN official language is an advantage.
