Org. Setting and Reporting This position is located in the Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) in Dakar, Senegal. The Programme Coordinator (Trafficking in Persons and Smuggling of Migrants) will work under the overall guidance of the Regional Representative, ROSEN and the direct supervision of the Senior Law Enforcement Expert, based in Dakar.

Responsibilities The incumbent will be responsible for the overall implementation and direction of the joint UNODC-OHCHR project “Strengthening the capacities of West African states to develop a human rights-based response to smuggling of migrants and to effectively respond to human rights violations related to irregular migration” (the PROMIS Project) as well as of other UNODC initiatives in West and Central Africa focusing on trafficking in persons and migrant smuggling.

Within delegated authority, the incumbent will perform the following specific duties:

  • Act as coordinator for the PROMIS Project as well as other UNODC initiatives in West and Central Africa focusing on trafficking in persons and migrant smuggling: monitor and analyse the development and implementation of the programme; consolidate annual detailed work-plans including estimated budget and attribution of responsibilities; facilitate project monitoring and evaluation; organize project steering committee meetings; identify problems and issues to be addressed and initiate corrective actions; monitor all expenditures linked to the project and prepare/review financial reports in line with UN rules and regulations and donors’ requirements.

  • Guide and coordinate the team working on trafficking in persons and smuggling of migrants at the Regional Office, composed of international and national experts, consultants and administrative staff in the Regional Office and in the field offices. Participate in the recruitment of personnel for ROSEN and its Programme Offices.

  • Coordinate constant flow of information, joint planning and implementation of the PROMIS project with UNODC’s main implementing partner OHCHR. Ensure joint coherent responses and joint visibility for the project. Coordinate UNODC’s participation in other relevant inter-agency platforms, including UN Regional Network on Migration and coordinate joint programming on trafficking in persons and smuggling of migrants within UNCTs.

  • Initiate, coordinate and participate in the preparation and drafting of a variety of written outputs, such as technical publications, background papers, correspondence with governments, progress reports, evaluation reports, mission reports, briefings, presentations, manuals, toolkits, guides etc. Prepare/review/consolidate all narrative and financial reports due within the implementation of the UNODC projects on trafficking in persons and smuggling of migrants.

  • Liaise with relevant national, regional and international counterparts at strategic level with a view to facilitate the delivery of UNODC technical cooperation and avoid duplication and overlapping of activities. Liaise with the implementing partners and the donors to ensure the smooth implementation of the projects.

  • Prepare, lead and participate in complex needs assessment and technical assistance missions, including the coordination of staff and consultants during multi-country research missions. Organize and participate in awareness-raising events on trafficking in persons and smuggling of migrants.

  • Promote the work of UNODC within the overall framework of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air, both supplementing the United Nations Convention against Transnational Organized Crime.

  • In the framework of UNODC’s Regional Strategy against Trafficking in Persons and Smuggling of Migrants in West and Central Africa, coordinate policy development, including the review and analysis of issues and trends with the Human Trafficking and Migrant Smuggling Section (HTMSS) and generate research initiatives focused on trafficking in persons and migrant smuggling , in coordination with other relevant ROSEN and UNODC HQ staff.

  • Lead UNODC fund-raising efforts to further expand UNODC initiatives on trafficking in persons and migrant smuggling to other countries in the region and to provide increased support and services to existing project locations by preparing materials, participating in major donor meetings and fundraising missions, building support for cost-sharing contributions from the Governments, identifying other local funding sources for UNODC projects and activities, etc.

  • Function as the focal point for UNODC and external partners in queries related to trafficking in persons and smuggling of migrants in the region;

  • Perform other work related duties as required.

Education An advanced university degree (Master’s degree or equivalent) in criminology, social science, international relations, political science, law, public administration, management or related field is required. A first-level university degree in similar field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of relevant, progressively responsible professional work experience in project management, monitoring and formulation, donor and partner relations and fundraising mechanisms is required. Experience in crime prevention and criminal justice at national and international levels, in trafficking in persons, smuggling of migrants and/or migration related areas is required. Work experience in a United Nations or similar international organization field mission, especially in Africa is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Good knowledge of French is required. Knowledge of another UN official language is an advantage.
