Overview

Coordinate programme activities for refugees in Romania.

You have:

  • At least 4 years’ experience in a project implementation position in an NGO.
  • At least 1 year’s experience in coordination and representation.
  • University degree in a relevant subject, ideal.
  • Fluency in English and Romanian is essential; Russian language is desirable.
  • Excellent capacity to plan, prioritize and multitask.
  • Excellent computer literacy, including MS Office (Word and Excel).
  • Knowledge in at least two of the following fields: UDOC, Protection, ICLA, Education, Youth, NFI, and Livelihood.

Contract

In response to the large-scale displacement of refugees fleeing Ukraine, NRC has set up humanitarian operations for refugees arriving in Romania, and Moldova. NRC will respond, focusing on an integrated approach that combines our sectoral areas of expertise – education and youth, protection, urban displacement outside camps, legal aid (ICLA) and NFI-Winterization – working to a great extent with local partners.

Role and responsibilities

The purpose of the Programme Coordinator position is to coordinate programme activities implemented through partners in Romania.

Generic responsibilities

  1. Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies
  2. Provide regular progress reports to AM
  3. Regular and timely coordination with relevant teams within NRC
  4. Together with partners, ensure that projects target beneficiaries as per the partnership agreement
  5. Liaise and collaborate with relevant local authorities and other key stakeholders
  6. Promote the rights of refugees are in line with the advocacy efforts
  7. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.

Specific responsibilities

  • Represent NRC in the designated area and ensure regular information flow to and from Area Office, aimed at timely and effective strategic (programmatic and operational) decision making
  • Represent NRC at the local coordination fora
  • Coordinate and facilitate NRC and donor field visits, specific events and assessments and researches sanctioned by NRC
  • Through co-working with partners, act as a bridge between NRC and partners to ensure quality and timely project implementation
  • Monitor programme quality of partners in the designated geographical area, including accountability to and effective engagement with affected people
  • Ensure partners’ project activities are fully documented for financial, reporting, accountability, learning, and communication purposes
  • Undertake regular field visits to spot check and monitor partners’ project progress and performance
  • Work with and support partners’ project proposal development and provide/coordinate input on needs and gaps, and NRC policies and procedures
  • Promote and share ideas for improvement and necessary changes in the partners’ activities
  • Ensure the identification of partners’ capacity gaps and ensure that these are referred to NRC technical advisors from program and support for a timely capacity building
