Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to more efficient, inclusive, resilient and sustainable agri-food systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. FAO's work in emergencies focuses on reducing people's vulnerability to hazards before, during and after disasters through risk assessment, risk reduction, preparedness, coordination, emergency response and rehabilitation.

In Ukraine, FAO is implementing its Response Plan 2023 with the aim support restoring food systems and protecting livelihoods affected by the war, focusing on the following priorities: i) Restoring food security and improving self-sufficiency in front-line communities; ii) Restoring critical agricultural production and value chains; and: iii) Restoring critical agrifood system services. The incumbent will be responsible for the development and day-to-day management of FAO's programming activities in Ukraine related with the demining activities, particularly supporting the day-to-day coordination and technical support required for the implementation of the project “Restoring livelihoods and revitalizing rural communities affected by mines and explosive remnants of war” - OSRO/UKR/019/CHA. The position is located in the FAO Office in Kyiv, Ukraine.

Reporting Lines

The Programme Coordinator reports to the Head of Programme, FAO Office in Ukraine and will be interacting frequently with the Emergency Coordinator, under the overall supervision of the Designated Responsible Officer/Senior Programme Officer and technical supervision of project Lead Technical officer. He/she works in close collaboration with the Regional Support Team in the Regional Office for Europe and Central Asia, Budapest, Hungary as well as with FAO Headquarters and technical staff.

Technical Focus

Support coordination, operational and technical backstopping and implementation of FAO activities related with demining, post conflict recovery, rehabilitation and resilience building in Ukraine in close collaboration with Government (national and local) counterparts, UN agencies, relevant stakeholders, and community-based organizations.

Tasks and responsibilities

- Provides technical leadership assistance on the development, implementation and evaluation of assigned projects. - Assists in the review of relevant documents and reports; identifies priorities, consults with relevant parties; identifies follow-up actions. - Coordinates programme-related activities and reviews the assessments of issues and trends for the implementation of projects and the preparation of impact evaluation or equivalent studies. - Supervises preparation of various written outputs, e.g., background papers, analysis, substantial sections of reports and studies, inputs to publications. - Participates in activities such as structuring of training workshops, seminars; makes presentations on assigned topics/activities. - Leads field missions, including provision of guidance to external consultants, government officials and other parties. - Provides advice regarding the development of policies and strategies, as well as national protocols and guidelines for projects with specific domains related to FAO's work - Prepares detailed work plans, procurement plans and implementation plans for the assigned project(s). - Coordinates the project implementation and support FAO to set in place project management-related activities, supports selection of technical project staff and identification of relevant stakeholders and implementing partners. - Facilitates the establishment of project monitoring tools and support evidence-based programming.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• A university degree in agriculture, agronomy, soil science or related disciplines, • At least 5 years of experience in programme management, • Excellent working knowledge (level C) of English and limited knowledge (level B) of another FAO language (Spanish, French, Arabic, Chinese, Russian). For PSA, working knowledge of English. Knowledge of at least one Slavic language is an asset.
