Org. Setting and Reporting This position is located in the Programme Office in Tajikistan (POTAJ) with duty station in Dushanbe, under the Regional Office for Central Asia’s (ROCA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Programme Coordinator (Law Enforcement Expert and Head of the UNODC Programme Office in Tajikistan) will work under the supervision and guidance of the UNODC Regional Representative for Central Asia.

Responsibilities Within the delegated authority, the Programme Coordinator and Law Enforcement Expert will act as the Head of the UNODC Programme Office in Tajikistan and will be responsible for the following specific duties:

•Participate in strategic planning, development, management and implementation of the UNODC Programme for Central Asia, especially in Tajikistan, as well as strategic direction for UNODC in Central Asia, including the identification of strategic approaches and modalities to achieve UNODC objectives. •Implement and monitor the activities of the project related to the establishment of the Training Unit under the Drug Control Agency in Tajikistan; assess the training needs and play a key role in setting up a training curriculum; provide expert advice in the implementation of the training strategies and the sustainability of the Training Unit. •Ensure timely implementation of the programme on strengthening drug law enforcement systems for criminal intelligence collection, analysis and exchange in the region with focus on intelligence led policing. •Prepare concept notes, other proposals, revisions, and periodic progress reports in compliance with UNODC standards in order to seek funding based on the experiences gained and the results produced through the envisaged activities. Liaise with donors and fulfill reporting requirements. •Maintain updated information, assessment, analysis of the drugs and crime situation in the country and the wider region. •Ensure and manage planning, programme management and coordination associated with the implementation of the programme component in Tajikistan and the region as per the UNODC Programme for Central Asia, including oversight and supervision of the daily activities associated with the implementation of component activities in accordance with UNODC project management policies and guidelines. •Support the effective implementation of the ongoing counter narcotics, transnational organized crime and terrorism prevention programmes in Tajikistan and the region. Promote improved understanding of the importance of drug and crime related matters, increased priority to drug control and crime prevention, law enforcement, and advocate the inclusion of these issues in government planning as well as in relevant programmes of other bilateral, multilateral and non-governmental organizations. •Prepare terms of reference for project/programme staff and consultants; recruit, train and coordinate the work of local support staff; identify consultancy needs, develop terms of reference for the proposed consultancies and participate in the identification, selection and recruitment process. •Contribute to strategic coherence on the ongoing law enforcement initiatives in the country. •Provide advice to the Government officials on the development of a medium and long-term capacity-building effort in drug control and crime prevention especially law enforcement. Represent UNODC’s position and interests, and promote solid partnerships with Government institutions, civil society, regional and international aid agencies and financial institutions, parliamentarians and the media. •Act as the Head of the UNODC Programme Office in Tajikistan and undertake inter-agency cooperation including representation in the UN Country Team. •Coordinate and liaise with relevant units of UNODC ROCA and the UNODC HQs, global and regional projects to maintain regular communication for coordination purposes. •Ensure that a resource mobilization strategy is in place that promotes long-term involvement and financial and in-kind support and resources by governments, international, public and private sector donors for core infrastructure and technical assistance programme especially on law enforcement /security sector needs of UNODC in the country; and maintain regular consultations with counterparts and ensure that financial commitments (pledges) are honored. •In accordance with established policies and delegated authority, manage financial and human resources assigned to the UNODC Country Office, ensuring appropriate coverage, guidance and supervision of staff and the efficient and effective use of such resources. •Prepare concepts for new/continuing initiatives for UNODC ROCA programme activities related to counter narcotics, transnational organized crimes and terrorism prevention and contribute to other initiatives in Tajikistan Programme Office. •Participate as a resource person in relevant workshops, seminars, training courses, study tours and meetings. Ensure the timely preparation of the relevant progress reports, including implementation delivery and forecast reports. •Perform other work-related duties as required.

Has knowledge of policies and practices in international drug control and crime prevention efforts, in particular, as applied to Central Asia, as well as the relevant mandates of the UNODC. Has specific technical knowledge relevant to law enforcement practices, border control and border management, judiciary, prosecution, human trafficking, organized crime, financial crime and related areas. Has knowledge of and specialization in the relevant substantive and functional areas with very good research and analytical skills. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Education Advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first-level university degree or equivalent academic education, professional training with certification from a recognized international/national police, customs or other staff training institution, with specialization in criminal justice , crime prevention, criminal investigation, law enforcement, border management, border working techniques and/or other related areas, in combination with additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification or other qualification in training design and delivery is an advantage.

Work Experience A minimum of seven years of progressively responsible professional experience in the law-enforcement including counter narcotics, transnational organized crimes, rule of law field and programme management is required. At least two years of experience related to law enforcement training at international level is required Work experience in the United Nations system or a similar international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Working knowledge of Russian is highly desirable. Knowledge of another United Nations official language is an advantage.
