Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s climate change work is guided by a series of international normative frameworks relating to climate change, including the Paris Agreement, Convention on Biological Diversity, United Nations Convention to Combat Desertification, Sendai Framework for Disaster Risk Reduction, and the Sustainable Development Goals. UN Women delivers on its commitment to support UN Member States in addressing structural barriers to gender equality and women’s empowerment by leveraging its triple mandate of normative support, UN system coordination and operational activities.

Within this mandate, UN Women works to mainstream gender into national climate action plans and strategies, while climate change programming work includes awareness raising and capacity building to support environmentally friendly agriculture practices, disaster risk reduction and resilience work and other interventions.

UN Women’s forward-looking areas of interest in Tajikistan include Women and Water agenda, WASH, gender-responsive green economy, decent work and economic autonomy for women, violence against women in the context of disasters and climate change, climate security, women’s agency and leadership in climate change, climate financing, sustainable energy, gender-responsive budgeting, climate related migration, and increasing data and knowledge on the gendered dimensions of climate change.

Duties and Responsibilities

Under the supervision of the Regional Peace, Security and Humanitarian Specialist and Tajikistan Country Programme Manager and in collaboration with other team members, the Programme Coordinator, Gender, Climate Change, Disaster and Water will utilize gender, climate change and environment expertise to provide thematic and technical guidance and develop UN Women Tajikistan programmatic approach on the issues of Climate Change, Disaster and Water Resources Management. The coordinator will ensure the development the programmatic concept, project proposal (s), thematic resource mobilization strategy, data collection and analysis, as well as supporting policy reviews and development at the national (regional) levels.

From the commencement of the contract, the Coordinator will be responsible for the following key components:

Program Development and Delivery:

  • Provide technical/thematic guidance and develop UN Women Tajikistan programmatic approach on the issues of Climate Change, Disaster and Water resources management based on substantive interviews with stakeholders, literature review and desk review of key national, development partners’, and UN Women’s documents.
  • Stakeholder consultations and negotiations, including other UN Agencies, national and international representatives, donors and Civil Society organizations;

The Coordinator will also make an analysis and technical input into the UN Women project proposal(s) on the subjected topics, including:

  • Coordinate the overall Project development processes, including work plans, budgets, human resources, etc.;
  • Establish systems for project planning, implementation and monitoring (M&E), in collaboration with partners;
  • Record and maintain documents on relevant Project proposal, potential activities, issues, and risks.

    Guide coordination with national partners and other stakeholders

  • Coordinate relationships with national partners and donors to support implementation and expansion of the UN Women-Tajikistan Gender, Climate Change, Disaster and Water programme, raise potential problems and suggest solutions;

  • Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.
  • Organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme design, as necessary;

Coordinate resource mobilization for the UN Women-Tajikistan Gender, Climate Change, Disaster and Water programme

  • Gather and compile all information necessary for mobilization of resource for the UN Women-Tajikistan Gender, Climate Change, Disaster and Water programme, monitor potential sources of funding
  • Provide inputs from UN Women-Tajikistan Gender, Climate Change, Disaster and Water programme to Regional Office, including on the progresses made towards country’s Climate change strategy, National Adaptation Plans, etc.
  • Provide substantive inputs to the design of joint UN programme proposals and initiatives in the assigned areas

Coordinate Dushanbe Water Process in relation to Gender and Water thematic group and inputs to the review of achievements, as well as other international commitments and obligations:

  • Act as a focal point/representative in the planning of thematic group on Gender and Water, including inputs to the second international High-Level Conferences on International Decade for Action “Water for Sustainable Development”, 2018-2028;
  • To ensure that specifics of gender and water/climate change issues are highlighted in the programs and outcome documents, and with special emphasis on the progresses of implementation of Beijing Declaration and Platform for Action, Istanbul Convention, Women, Peace and Security resolutions.
  • Via the forum (s) to ensure the establishment of Gender and Water platform (national, regional) for a greater access to knowledge and good practices, exchange of expertise, policy reviews and advocacy.

Build partnerships and support in developing resource mobilization strategies

  • Provide technical support to the development of partnerships and resource mobilization strategies under the UN Women-Tajikistan Gender, Climate Change, Disaster and Water programme to seek additional resources to complement current interventions;
  • Identify potential programmatic areas of cooperation, based on UN Women-Tajikistan Gender, Climate Change, Disaster and Water programme goals, regional needs and donors’ priorities and develop the relevant partnerships.

Advocate and facilitate knowledge building and management and communication

  • Document the programme implementation process and products;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products relevant to the UN Women-Tajikistan Gender, Climate Change, Disaster and Water programme.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in public administration, climate change, disaster, law, human rights, gender equality, management, social sciences or other related areas is required or a Bachelor’s degree with an additional two years of experience.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years (4 years for candidates with Bachelor’s degree) of experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to thematic area;
  • Programme development and resource mobilization experience
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is an asset.
  • Project management experience, including the financial, human resources and administration aspects of a project;
  • Previous experience working in the UN System is an asset.

Language Requirements:

  • Proficiency in oral and written English, Tajik and Russian is required;

  • Knowledge of the other UN official working language is an asset;
