Org. Setting and Reporting This position is located in the Regional Office for South-Eastern Europe (ROSEE) – Container Control Programme (CCP) with duty station in Istanbul, Türkiye, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Container Control Programme (CCP) operates under the Border Management Branch (BMB)/DO and the incumbent will work under the direct supervision of the Senior Law Enforcement Expert, (Drug Control and Crime Prevention, Head of Container Control Programme) and the overall supervision of the Representative, ROSEE. The focus of the UNODC Container Control Programme is to assist law enforcement agencies to identify and inspect high-risk shipments.

Responsibilities The main focus of this job is to manage, coordinate and implement programme activities of the “Container Control Programme” (CCP) in the Black Sea and South-Eastern Europe region in accordance with UNODC rules and regulations.

Within assigned authority, the incumbent will be responsible for the following specific tasks:

  • Establish project work plans and cooperate with the Governments in the implementation and monitoring of the project activities, including recruitment of project staff, procurement related matters, development and delivering of training courses, seminars, workshops and meetings.
  • Monitor current developments of national and regional measures against illicit drug trafficking in the Black Sea and South-Eastern Europe region; Monitor the project budget and revise it if necessary.
  • Validate the supply of equipment and other project deliveries, and monitor the project’s expenditures.
  • Recruit, train and coordinate the work of local administrative and support staff assigned to the project to ensure that performance of the highest standards are achieved and evaluated.
  • Identify and prioritize requirements for legislative and administrative assistance and for training and assistance requirements.
  • Identify consultancy needs, develop terms of reference for the proposed consultancies and participate in the identification, selection and recruitment of consultants.
  • Prepare documentation and papers, including, background materials, training courses and meetings, briefing notes, working papers etc..
  • Coordinate and guide project staff on all project activities, including, organizing regulatory training seminars, national workshops, law enforcement training courses and meetings.
  • Advise trainers, computer personnel, resource people, consultants, UNODC officials and experts in their preparations for participation in project activities.
  • Jointly with the Project staff prepare all necessary project progress reports and project implementation/delivery reports.
  • Participate as a resource person in seminars, workshops, training courses and meetings.
  • Work closely together with Law Enforcement Advisers and Coordinators of other projects, coordinate activities within the project with related activities implemented by other bi- and multilateral partners in the region.
  • Conduct technical survey visits to the project sites in the start-up phase and during implementation in order to assess the efficiency of resources used.
  • Evaluate the consultants’ and experts’ mission reports, as well as reports from the Government and agencies involved in drug control. Participate in relevant donors’ meetings as well as other UNODC fund-raising activities relating to the border control programme implementation.
  • Communicate with relevant Government Authorities, recipients and project stakeholders during meetings, trainings and technical visits in Russian and/or English, as required; ensure written communications are in Russian and/or English as required.
  • Ensure the timely budget revisions and reporting on project activities/expenditures, whenever required.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Undertake any other actions, duties that may be deemed necessary for the timely implementation of the programme.

    Competencies - Professionalism: Has knowledge and understanding of the theory and practice of law enforcement, particularly in the area of border management, international trade and commerce and the illicit use of shipments for trafficking purposes. Has good knowledge of issues related to maritime or container ports where profiling techniques are used to select shipments for physical examination. Has comprehensive knowledge of the United Nations policies, rules, regulations, administrative and programmatic procedures. Has good analytical and problem-solving skills, including the ability to identify and participate in the resolution of issues/problems. Is able to apply good judgement in the context of assignments given. Is able to plan own work and manage conflicting priorities. Has ability to analyze and interpret data in support of decision-making and convey resulting information to management.     Education Advanced university degree (Master's degree or equivalent) in the fields of law, criminology, or related disciplines is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

    Work Experience A minimum of seven years of relevant progressively responsible professional work experience in the area of law enforcement, border management and control, of which at least three (3) years at the international level, is required.

    Experience in project and programme management is required.

    Experience in providing technical assistance in the United Nations or a similar international organization is desirable.

    Practical experience with the United Nations or similar international organization financial and administrative rules is desirable.

    Experience in data analytics or related area is desirable.

    Languages English and French are the working language of the United Nations Secretariat. For this position fluency in English and Russian is required. Knowledge of another United Nations official language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

    Special Notice This temporary position is currently available until 30 December 2023. Actual filling of this position and actual duration of the assignment is subject to availability of funding. If the selected candidate is an internal staff member of the United Nations Secretariat, the selection may be administered as a temporary assignment.
