Org. Setting and Reporting This position is located in the UNODC Country Office in the Federative Republic of Brazil (COFRB) with duty station in Brasilia, as part of the UNODC Global Programme on Criminal Network Disruption – CRIMJUST, Division for Operations (DO), United Nations Office on Drugs and Crime (DO). The Global Programme on Criminal Network Disruption - CRIMJUST operates under the Border Management Branch (BMB), Division for Operations (DO). The incumbent will work under the operational guidance of the Programme Coordinator of the Global Programme on Criminal Network Disruption – CRIMJUST of the Border Management Branch (BMB), Division for Operations (DO) based in Lisbon, and the supervision of the Representative of the UNODC Country Office in the Federative Republic of Brazil (COFRB).

Responsibilities The Programme Coordinator will be responsible for the general management and implementation of the CRIMJUST III project “Strengthening Criminal Investigation and Criminal Justice Cooperation along Illicit Trafficking Routes” and other assigned projects under the Global Programme on Criminal Network Disruption in accordance with UNODC rules and regulations. Within delegated authority, the incumbent will perform the following specific tasks:

  • Coordinate and support the implementation of programme strategies and activities, provide technical inputs to the implementation. Establish programme work plans and cooperate with the Governments in the implementation and monitoring of the programme activities, including recruitment of programme staff, procurement related matters, development and delivering of training courses, seminars, workshops and meetings.

  • Provide specialized support to prosecutors/investigative magistrates/judges to fully implement/use the United Nations Convention against Transnational Organized Crime and its related Protocols (UNTOC Convention). Support and promote criminal justice cooperation between prosecutors/magistrates/judges and investigators involved in cross-border drug trafficking and other organized crime.

  • Promote post-seizure criminal justice actions, support and facilitate inter-regional investigative forums involving prosecutors and investigators directly involved in the investigation and prosecution of trans-regional drug seizure cases.

  • Design and support the facilitation of capacity building and technical assistance activities for supported Member States, with an emphasis on strengthening trans-regional criminal justice cooperation in drug trafficking and other organized crime.

  • Monitor the programme budget, ensure delivery of timely budget revisions and reporting on programme activities/expenditures. Validate the supply of equipment and other programme deliveries, and monitor the programme’s expenditures.

  • Undertake strategic and substantive review of the relevant programme, identify problems and issues to be addressed, prepare risk analysis and propose evaluation frameworks including logical results/frameworks models, targets and indicators of achievement. Ensure programmatic and financial delivery of assigned programme and activities.

  • Build partnerships and secure national, regional and international counterparts’ project buy-in for effective programme implementation.

  • Monitor current developments of national measures against transnational organized crime groups and illicit trafficking in the regions covered by the programme.

  • Identify and prioritize requirements and training needs.

  • Coordinate and liaise closely with EU services, EU country delegations, counterparts and stakeholders on the programme implementation including with UNODC country and regional offices as well as INTERPOL in the course of implementation of the programme.

  • Manage and coordinate programme staff engaged in the implementation of the project activities, manage recruitment and performance of external consultants and support other HR related matters.

  • Organize and prepare a variety of written outputs, working papers, reports, background papers, analyses, presentations, proposals and documents, briefings, training materials, manuals, guides, toolkits, etc.

  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

  • Coordinate and liaise with donor representatives and actively pursue the identification of funding possibilities for the Global Programme on Criminal Network Disruption. Prepare donor briefings, concept notes and proposals.

  • Contribute to position UNODC’s mandate in key UN programmatic instruments and initiatives, including UN Sustainable Development Framework and UNCT working groups on relevant thematic.

  • Perform any other work-related duties as required/assigned.

    Education Advanced university (master’s degree or equivalent) in the fields of law enforcement, law, criminology, public administration, political science, international relations or related fields of criminal justice and/or crime prevention, is required.

A first-level university degree in the afore-mentioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree.

Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, border management, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

Certification or other qualification in training design and delivery is an advantage.

Work Experience A minimum of seven years of relevant progressively responsible professional experience in the area of law enforcement, organized crime, drug trafficking, border management or related areas, of which several years at the international level, is required.

Work experience in project/programme management is required.

Work experience within the United Nations System or similar international organizations is desirable.

Work experience with technical assistance management methods is desirable.

Work experience with financial and administrative rules is desirable.

Work experience in a field environment, especially in Latin America and Caribbean and/or West Africa, is desirable.

Experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish is required. Knowledge of Portuguese is desirable. Knowledge of another United Nations official language is an advantage.
