Org. Setting and Reporting This position is located in the Regional Office for Central Asia (ROCA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC), with duty station in Tashkent (Uzbekistan). The Programme Coordinator will work under the direct supervision of the UNODC Regional Representative for Central Asia, based in Tashkent, Uzbekistan.

Responsibilities The incumbent will be responsible for coordinating the full cycle of planning, implementation, monitoring and evaluation of UNODC technical assistance programmes in the area of crime prevention and criminal justice within Central Asia and the Southern Caucasus. Within assigned authority, the Programme Coordinator will perform the following specific tasks:

  • Facilitate the provision of technical and substantive expertise in the area of crime prevention and criminal justice, in particular within the framework of the UNODC Programme for Central Asia.
  • Provide advice and support to the Regional Representative for Central Asia on strategies aimed at strengthening the rule of law by promoting evidence-based crime prevention and criminal justice reforms.
  • Analyse the impact of the UNODC Programme for Central Asia and prepare project proposals and/or project ideas for possible further UNODC activities in light of experience gained, lessons learnt, and results achieved under the Programme.
  • Lead and/or participate in needs assessment, programming, and other technical missions, to evaluate and elaborate technical assistance projects, programmes and activities in the area of crime prevention and criminal justice.
  • Provide technical expertise and guidance to national and regional counterparts, field offices and staff in the implementation of technical assistance projects, programmes and activities aimed at establishing effective, fair and humane criminal justice systems in the Central Asia and the Southern Caucasus region.
  • Liaise closely with senior government officials and other relevant international and national counterparts, including civil society, in order to ensure regular policy consultations, coordination and technical expert meetings.
  • Supervise and monitor activities in the area of crime prevention and criminal justice and ensure efficient, effective and sustainable delivery of UNODC’s crime prevention and criminal justice portfolio in the Central Asian and the Southern Caucasus region.
  • Develop, disseminate and promote the use of UNODC tools, including handbooks and training curricula, in the area of crime prevention and criminal justice, including the supervision of the work of consultants and other staff as required.
  • Participate as a resource person in workshops, seminars, training courses and meetings.
  • Supervise and coordinate the preparation of substantive and technical inputs, reports and other documentation required from UNODC HQ, donors and other stakeholders.
  • Manage overall operational, procurement, financial tracking and monitoring of the crime prevention and criminal justice portfolio in the region including certification.
  • Lead and ensure timely submission of all project revisions, budget revisions, reporting (internal and external), evaluations and country briefing notes.
  • Supervise programme/project staff.
  • Plan, supervise and coordinate evaluation exercises.
  • Perform other work-related duties as required.

    Education An advanced university degree (Master’s degree or equivalent) in law, international relations, social sciences or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible professional work experience, including at the international level, in the area of crime prevention and criminal justice is required.

    Field-based work experience in building the capacities of government officials and other counterparts in the area of crime prevention and criminal justice is required.

    Experience in technical cooperation, programme/project implementation and fundraising is desirable.

    Experience of living and working conditions in Central Asian region is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Russian is desirable. Knowledge of another United Nations official language is an advantage.

    Special Notice This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
