Org. Setting and Reporting The post is located in the Regional Office for for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) in Dakar, Senegal. The Programme Coordinator will report to the UNODC Representative for West and Central Africa.

Responsibilities The focus of this position is to support the Representative to oversee Project Managers managing and implementing UNODC projects in the region. The Programme Coordinator will provide substantive, technical, programmatic, and administrative advice to the Representative and the Project Managers with direct oversight on administration, financial management, procurement, human resources, logistics, travel and information technologies in compliance with United Nations rules.

Within delegated authority, the Programme Coordinator will be responsible for the following specific tasks:

  • In close cooperation with Project Managers, ensure the development, preparation, coordination of the office work-plan, project work-plans, biennium budgets, ensuring integrated programming, and effective use of resources by setting priorities and establishing deadlines, standards and targets; contribute to decision-making over human and financial resources.

  • Monitor the programme cycle, evaluate the progress of ongoing project and programme activities in order to ensure timely, effective results-based programme/project delivery; ensure submission of quality project documents and revisions; ensure timely and quality project-, programme-, financial-, administrative-, and institutional reporting in consultation with relevant team members.

  • Provide guidance on best financial management practices: budgeting standards, resource projections, variance analysis, cost recovery and performance reporting; further, ensure financial management compliance with the UN financial rules and regulations, budget policies and Results-Based Management (RBM); initiate and conduct studies to improve budget reporting systems and cost-effective utilization of program resources; monitor and control budgetary allocations through regular reviews and revisions; provide effective monitoring reports and data; identify deviations from plans and propose corrective measures; establish and maintain a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control.

  • Initiate and coordinate actions covering the entire span of human resource activities for the ROSEN Office ensuring consistency in the application of UN rules and procedures; provide expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements in accordance with the Staff Rules and Regulations; represent UNODC ROSEN at Departmental Panels and appointment bodies; review post incumbency reports for purposes of vacancy management and staffing table control.

  • Lead and direct UNODC ROSEN procurement with responsibilities to plan, develop and manage procurement activities in close cooperation with UNODC HQ and in full compliance with UN and UNODC rules; develop and recommend strategy for the effective implementation of procurement policies and reforms.

  • Provide supervision and oversight to ROSEN support services, including procurement of supplies and services, transport, travel and communications, engineering and information technology support; manage premises and office space distribution; produce major/complex reports for management; coordinate responses to audit reports, observations and recommendations.

  • Contribute to the formulation of programme objectives for the expansion of ROSEN portfolio and identify viable sub-programme projects to be developed within the Regional/Country programmes.

  • Liaise with national authorities to ensure cooperation in facilitating programme operations.

  • Participate in meetings, seminars, missions, external relation activities, etc. as delegated by the Representative.

  • Perform other work-related duties as required.

Education An advanced university degree (Master’s degree or equivalent) in business, or public administration, finance, social affairs, law, economics or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible professional work experience in programme management, including two years in areas related to crime prevention, drug control or related fields is required.)

Solid working experience in the area of technical assistance, strategic programme/project development, design, management and administration in an international context is desirable.

Working experience in the United Nations or similar international organization is desirable.

Relevant working experience in a field environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required. Professional command of Portuguese is desirable. Knowledge of another United Nations official language is an advantage.

Special Notice This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
