Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The European Union (EU) and the United Nations (UN) have embarked on a new, global, multi-year initiative focused on eliminating all forms of violence against women and girls (VAWG) - The Spotlight Initiative.

The Initiative is so named as it brings focused attention to this issue, moving it into the spotlight and placing it at the centre of efforts to achieve gender equality and women's empowerment, in line with the 2030 Agenda for Sustainable Development.

The selection of Trinidad and Tobago as a Spotlight country is a recognition of the high rates of incidence and prevalence of family violence which is both a cause and consequence of gender inequality and associated harmful gender norms and stereotypes.

The overall goal of the Spotlight Initiative in Trinidad and Tobago is to reduce Family Violence. This will be done through ensuring implementation of integrated, quality and accessible services and prevention approaches. This approach recognises that an architecture of laws, policies and institutions are in place for addressing family violence. Spotlight will build on, consolidate and scale up this progress whilst addressing the significant implementation deficits and programmatic gaps.

At the end of the Spotlight programme, a comprehensive National Strategy will be adopted, practical prevention tools available at community level, and services will be accessible, effective and therefore used by survivors and perpetrators. Service providers will be held responsible for timely correction of implementation failures because systems of supervision and accountability will be strengthened. Civil society and women’s organisations will be empowered to monitor and support responsive and survivor-centred services. These approaches will advance gender equality, end indifference and impunity for gender-based violence against women and children.

As part of the recommendations from the Committee on the Elimination of Discrimination Against Women, the state should establish and/or strengthen an effective national machinery, institutions and procedures, at a high level of Government, and with adequate resources, commitment and authority to:

(a) Advise on the impact on women of all government policies.

(b) Monitor the situation of women comprehensively.

(c) Help formulate new policies and effectively carry out strategies and measures to eliminate discrimination.

Under Pillar 2, as part of the Spotlight Initiative, UN Women seeks to support the National Gender Machinery vis a vis the Office of the Prime Minister, Gender and Child Affairs, in its capacity as the lead government entity responsible for taking ownership of the Spotlight Initiative and its objectives. As part of UN Women’s mandate, support to the effective functioning of the National Gender Machinery is critical to gender equality and the empowerment of women and girls.

UN Women, in collaboration with the Office of the Prime Minister, Gender and Child Affairs, through the support of the Spotlight Initiative, wishes to engage a Programme Coordinator to complete and support the National Model (Blueprint) for the State and its agencies, to ensure the transfer and sustainability of the Spotlight Initiative, inclusive of the programmes, projects and service delivery to reduce and eradicate all forms of Family Violence, while also support the strengthening of the National Gender Machinery to effectively deliver on its mandate.

Duties and Responsibilities

The Programme Coordinator will be required to:

  • Conduct a desk review of documents relevant to the Spotlight Initiative Trinidad and Tobago, knowledge products and material on VAWG/Family Violence, national legislation, state entities and agencies’ mandates, existing memoranda of understanding as well as internal policies and procedures.
  • Develop and present an Inception Report and Workplan, identifying the strategy and tools for managing progress, measuring success and communicating with stakeholders, all mindful of the restrictions imposed by the Covid-19 pandemic.
  • Conduct stakeholder consultations with the National Gender Machinery and key stakeholders on the Spotlight Initiative to support the design of a National Model (Blueprint) for the state response to violence in connection with the Spotlight Initiative, ensuring that roles and responsibilities of key state actors and mechanisms are clearly defined and understood.
  • Submit a Consultation Report including an analysis of all the key informant interviews and stakeholder consultations and the outcomes.
  • Design the National Model (Blueprint) and support the adoption and implementation of the framework by Government, ensuring it builds upon the framework developed under the Spotlight Initiative. The model must include a costed and time-bound implementation plan, along with a stakeholder engagement plan.
  • Align Model to ensure that it is ‘fitness for purpose’ and meets with the outcome to reduce and eliminate Family Violence by 2030 and is designed to ensure sustainable progress towards the outcome.
  • Develop a monitoring and evaluation plan and logical framework to support tracking the progress of the implementation of the National Model and the specific roles and responsibilities outlined per each entity.
  • Present the Model to management, technical focal points, and key stakeholders and revise the Model based on agreed upon recommendations.
  • Support the implementation of the Model by following up with responsible entities and providing guidance in the development of agency-specific workplans.
  • Monitor, document and manage delays, risks and issues which may arise during the implementation of the Model.
  • Develop technical coherence strategy within the principles of the Spotlight Initiative, and close collaboration with the Spotlight implementing team.
  • Provide technical and coordination support to the Division in the implementation of projects and initiatives under the Spotlight Initiative, which should be integrated across the Model.
  • Prepare a Final Report on the project, including the outcomes, challenges, lessons learned and recommendations. The report should include evidentiary information to demonstrate the progress outlined.

The Consultant will report to the UN Women Multi-Country Office- Caribbean, Planning and Coordination Specialist (Trinidad and Tobago), in close collaboration with the Permanent Secretary, Office of the Prime Minister, Gender and Child Affairs.

Required Skills and Experience

Experience:

  • At least 5 years’ professional experience at a senior level in strategic planning, policy/protocol development, and programme coordination.

  • Demonstrated experience in inter-agency coordination, negotiations, facilitation and coordination of sectors, reporting and technical writing.

  • Experience implementing initiatives on family violence, including the elimination of violence against women and girls.

  • At least 5 years’ experience working on public sector interventions and programmes related to service delivery in Trinidad and Tobago is required.

  • At least 10 years’ experience working in Trinidad and Tobago is preferred.

Languages:

  • Fluency in written and oral English is required.

Education:

  • Advanced university degree in Social Sciences, Strategic Planning, Public Policy, Public Administration, Project Management or other relevant fields is required.
  • In the absence of an advanced degree, a bachelor’s degree in the above stated areas with 5 years’ experience in Strategic Planning, Public Policy, Public Administration or Project Management may be accepted.

LOCATION AND DURATION

  • The consultancy will be home-based (on-site meetings will be required if suitable within the context of the COVID-19 pandemic).
  • The consultant will be engaged for a maximum of 90 working days during the period 14 March 2022 – 30 June 2022.

REMUNERATION

  • The consultancy fee will be negotiated before contracting. Each payment will be based on a predefined and formal agreement between UN Women and the consultant and will be disbursed based on satisfactory completion of agreed deliverables.

  • The remuneration for this contract type is an all-inclusive fee, the organization will not be liable for additional cost or benefits. Hence, it is the responsibility of the consultant to take out adequate medical insurance for the duration of the contract and it is recommendable that the policy includes coverage for COVID-19 related illness. The medical coverage should be international when the contract requires missions or international assignment.

  • If selected for this vacant post, proof of medical coverage should be presented within the first two months of the contract.

HARDWARE, SOFTWARE, AND COMMUNICATION:

  • The consultant must be equipped with a fully functional laptop, which must comfortably run Office 365 programs, using operating systems Microsoft Windows 10/11, or Mac OS X 10.11 or upward. The consultant must be reasonably accessible by email and telephone (preferably mobile). The use of reliable, internet-based (Skype or equivalent) is required.
