Result of Service The program is coordinated by the World Relief, implemented by a consortium of UN and non-UN entities to achieve the following six outcomes: 1) Individuals, particularly children and women, are facing less violence at the community and local level. 2) Communities have effective mechanisms in place that meaningfully include women and youth to resolve conflicts peacefully. 3) Justice sector actors are more effectively delivering justice, even in areas with previously limited or no judicial infrastructure. 4) Communities, including women, youth and disadvantaged groups, are empowered and increasingly able to participate in local and broader political, peace and security processes. 5) Community resilience is strengthened through increased economic opportunities and sustainable livelihoods. 6) Reconciled communities have increased access to equitable and reliable basic services and reduced humanitarian aid dependency.

Duties and Responsibilities Provide on the ground support and assistance to coordinate UNMISS activities identified in the Program and contribute to the achievement of project results, which may include but not be limited to: - Manage the implementation of the UNMISS activities within the Joint Program and ensure that all activities are carried out to the highest possible standard and in full compliance with commitments made to the donor as well as with the relevant UN policies, guidelines and standards. - Provide strategic and substantive guidance to the Program Staff and ensure full adherence to Program approaches, activities and actions. - Initiate and maintain strong relationships with relevant internal and external stakeholders including, but not limited to the RSRTF program partners, government actors, Non-Governmental Organizations, Protection, Transition and Reintegration (PTR), Civil Affairs Division, Human Rights Division, Rule of Law and UNPOL - Coordinate and manage relationships with the UNMISS thematic sections involved in the Joint Program as well as with the consortium partners, ensuring that an integrated, coherent approach across the consortium partners and UNMISS thematic sections is maintained and strengthened throughout the project cycle. - Ensure Program alignment and linkages with government priorities and actively explore synergies with other ongoing initiatives carried out by international or national actors that can increase the impact of the Joint Program. - Coordinate with Project partners and other members of the Koch Area Reference Group ensuring collaboration and complementarity. - Conduct regular field visits to Program locations to monitor progress, capture transformative change achieved through the Program and share with relevant audience - Prepare, develop and disseminate timely analytical reports including donor progress reports, and a variety of information products or proposals for internal or external use to communicate the progress and results of the project. - Backstop the operational, administrative and financial aspects of the Joint Program implementation. - Contribute to the overall UNMISS Protection, Transition and Reintegration (PTR) strategies and approaches including the identification of new programme needs.

Qualifications/special skills Academic Qualifications: Master’s degree in Development Studies, International Relations, Peacebuilding / Conflict studies, Human Rights, Political or Social Sciences is required.

Experience: - At least five (5) years of relevant professional experience in the area of program management, coordination, M&E and grants management. - Proven experience in project management and coordination, with demonstrated experience in managing consortiums and/or projects with several stakeholders in politically complex and operationally challenging environments - Proven experience in peacebuilding, transition and recovery programming, including in projects or programs aimed at fostering reconciliation; supporting local structures and communities in the peaceful resolution of conflicts; community-based violence reduction and/or individual and community resilience in crisis or post-crisis contexts; - Experience working with Non-Governmental Organizations and UN institutions in South Sudan is desirable. - Strong experience in multi-stakeholder liaison, engagement and management including UN, NGO, civil society, Government institutions and local authorities.

Language: - Fluency in written and spoken English is required - Working knowledge of Arabic is desirable.

Additional Information Background

Recent developments in Koch, Unity State, provide both challenges and opportunities to foster peaceful co-existence and stabilization. The increase in returns to Koch could lead to violence due to competition over limited opportunities, resources and services. Reopening of oil company creates a pull factor which could further exacerbate competition over limited opportunities. The signing of R-ARCSS, the formation of the R-TGoNU and appointment of State Governors and County Commissioners have created relative calmness and some system of accountability which are opportunities for institutionalization of rule of law and stabilization. A 24-month Trust Fund funded program titled “Restoring Peaceful Coexistence for Better Livelihoods in Koch County Phase II program” has been recently approved to respond to the needs and opportunities presented above. The Reconciliation Stabilisation and Resilience Trust Fund (RSRTF) Koch Area Based Program Phase II program will build on the gains of the Phase I program that was implemented between 1 August 2019 to 30 October 2021. This follow up intervention will explore existing opportunities to enhance and sustain efforts made towards conflict resolution and building resilience.

To support the coordination of the UNMISS program components and covering outcomes 1 to 4 and collaboration with consortium partners, UNMISS Protection, Transition and Reintegration (PTR) section intends to hire an International Consultant with experience in program coordination particularly consortium work.
