Job Purpose:

Under the overall supervision of the UNFPA Gaziantep Head of Office/Humanitarian Coordinator, the incumbent facilitates the implementation of UNFPA programming in northwest Syria in the context of cross-border humanitarian program and ensures GBV technical integrity and coordination through the GBV Sub-Cluster as an “area of responsibility” within the Global Protection Cluster.

The GBV Programme & Coordination Specialist covers therefore both programme and GBV coordination functions. The position requires a clear understanding of how to balance two roles that are inter-connected but also distinct. The incumbent will liaise with both Turkiye country office and the Whole of Syria Hub, as well as with the RH and other programme and operation staff in Gaziantep. The incumbent will work closely with other UN and NGOs of the northwest Syria humanitarian response and supervises UNFPA program staff and GBV consultants.

You would be responsible for:

- GBV Programme Development and Implementation:

  • Support the implementation of UNFPA’s cross-border humanitarian program funded through humanitarian funds. Ensure that funds are used timely and as per plans.
  • Support the implementation of work plans through partners monitoring and support and through the supervision of the M&E system
  • Maintain regular contact with partners and provide technical support and supervision
  • Ensure that UNFPA IP managing systems are implemented timely and in line with rules and regulations

  • Monitor UNFPA’s programme activities by keeping a close record of activities, such as capacity building, expenditures and agreements made with local partners.

  • Supervise the regular preparation of progress reports for donors and UNFPA, including SitReps.
  • Develop with colleagues and implementing partners GBV specific prevention and response interventions in line with UNFPA minimum Standards for prevention and Response to Gender-Based Violence in Emergencies. In emergencies, these should particularly focus on service delivery and protection.
  • Orient and if necessary, conduct training UNFPA staff, implementing partners, in planning and implementing GBV programmes related to refugees, IDPs and host communities.

- GBV Sub-Cluster Coordination:

  • Support inter-agency, multi-sectoral GBV sub-clusters at the Turkiye hub level within the whole of Syria approach and lead the implementation of the humanitarian program cycle.
  • Lead a process to develop a realistic, evidence-based multi-sectoral and inter-agency prevention and response plan. Promote engagement of a range of sectors and ensure realistic benchmarks and timelines for achieving set objectives. Regularly monitor progress against plan during coordination meetings. Allow space for new actors to engage with plan over the course of the crisis response.
  • Proactively engage with all relevant stakeholders to ensure coordination bodies reflect the range of actors addressing GBV, including across multiple sectors (health, psychosocial etc.) and categories of actors (UN, NGO etc.).
  • Regularly represent the GBV sub-cluster in Protection Cluster meetings, OCHA-led meetings (e.g. around development of the Humanitarian Response Plan or for Inter-Cluster Coordination), and other relevant meetings.
  • Coordinate and collaborate with other clusters/working groups to ensure integration of GBV-related action in their cluster plans and to advocate for joint awareness-raising for non-GBV specialists.
  • Advocate with donors and mobilize resources for inter-agency GBV prevention and response in line with GBV sub-cluster work plan and HRP. As necessary, leverage resources within UNFPA to support inter-agency GBV activities under the Sub-Cluster.
  • Support efforts to strengthen the capacity of sub-cluster members on planning and responding to GBV in emergencies and on safe and ethical GBV information management.
  • Facilitate continues rollout of Standard Operating Procedures. Regularly review and revisit SOPs at strategic points throughout the crisis response. Work with partners to implement an ongoing inter-agency GBV capacity development strategy that meets the needs and priorities of key national and local stakeholders to facilitate implementation of agreed work plan.
  • Supervise with national and international GBV actors, map current institutional response capacities, including facilitating mapping of GBV-specific 3/4/5Ws. This is done in collaboration with the GBV SC IMO.
  • Work with partners to continually identify response gaps in line with proposed work plan (including geographic coverage and programmatic scope) and seek solutions to fill gaps. Advocate with UNFPA as sub-cluster lead to address gaps not yet filled by partners.
  • Ensure all GBV sub-cluster partners and others are aware of relevant policy guidelines, technical standards, and other resource materials (go to www.gbvaor.net for the latest information).
  • Regularly input in inter-agency plans, updates, reports on behalf of the GBV SC
  • Engage and support leadership to ensure GBV is recognized as a central issue in the humanitarian response.
  • Coordinate with the Whole of Syria hub at all times.

- Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience

Education:

Advanced University degree in psychology, social work, sociology, health, gender, population, international law, human rights, or other related social science field.

Knowledge and Experience:

  • At least 7 years relevant professional experience in addressing GBV in humanitarian settings at the international level, with experience in programme/ project management.
  • Demonstrated leadership and management experience within a multinational and multicultural environment.
  • Direct experience providing support to GBV survivors is an asset.
  • Experience working in the UN system or international NGO is an asset.

Languages:

Proficiency in spoken and written English. Knowledge of Arabic is an asset.
