You have:

Contract

The United Nations Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 46 least developed countries (LDCs). UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.

UNCDF is a Fund Manager and main implementing partner of the Clean Cooking Solutions Project (the “CookFund”), which is a key component of the Integrated Approach to Sustainable Cooking Solutions (IASCS) funded by the European Union Delegation in Tanzania. UNCDF works with key ministries and agencies, including the Ministry of Energy (MoE), Ministry of Natural Resources and Tourism (MNRT), and Tanzania Forest Service (TFS) Agency. UNCDF is also charged to ensure coordination of the NGOs under component of the Integrated Approach to Sustainable Cooking Solutions Initiative of the European Union Delegation in Tanzania.

The CookFund programme aims at contributing to Tanzania's climate change commitment by increasing the share of the population with access to sustainable cooking solutions. The programme is a performance-based programme that provides financial and technical assistance to eligible enterprises and companies to accelerate market roll-out of clean cooking solutions, leading to improved environment, jobs, and business opportunities along the different value chains. The programme also supports legal, regulatory and enforceability of biomass energy, transitioning of public institutions from the use of charcoal and firewood to cleaner fuel and efficient appliances and support to national level awareness raising and sensitization on benefits and opportunities of clean cooking solutions.

Under this context, UNCDF is looking to hire a national expert who will be responsible for CookFund partner coordination functions under IASCS key partners such as FAO, UNIDO, MNRT, MOE, TFS and NGOs by monitoring the activities, progress, plans, challenges and lessons learnt

Under direct supervision and guidance of Senior Investment Officer, the national expert will have the following specific tasks to accomplish the following: 1. Coordinate the implementation and management of Integrated Approach to Sustainable Cooking Solutions (IASCS) programme- 50% 2. Build partnerships and support programme initiatives efforts -25% 3. Contribute to knowledge building, visibility, and communication of the Programmes-25%

  1. Coordinate the implementation and management of Integrated Approach to Sustainable Cooking Solutions (IASCS) programme- 50%

• Working with the project team to develop a strategic direction for the program, and ensure it aligns with the organization's global plans including smooth coordination of implementing partners of the IASCS i.e. UNCDF, FAO, UNIDO, MNRT, MOE, TFS and NGOs • Ensuring that programs reports are developed, managed, and delivered in a timely and cost-efficient manner. • Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions • Organizing the program's activities and agenda of programme steering committees and technical meetings (minutes, action points), in coordination with key partners on a quarterly basis. • Organization of programme meetings and events in liaison with donor, sister agencies, key ministries, departments and agencies and NGOs. • Provide programmatic and technical support to project coordinators and conduct regular monitoring visits, as required. • Manage day to day administrative matters for the Programme under the direction CookFund Manager.

  1. Build partnerships and support programme initiatives efforts -25%

• Build and maintain relationships with government, donor, and NGOs representatives’ partners by arranging quarterly meetings, monitoring progress and plans, lessons and challenges • Account for the achievement of partners outputs in line with the approved work plan through the day-to-day planning, management coordination and implementation of activities including tracking of the partners contracts(agreements) implementation • Identify capacity building needs and support key partners to find the relevant technical assistance, coordinate training and capacity development initiatives, as needed. • Maintain regular communications with key partners and donors, including NGOs, identifying potential support for the IASCS Initiative and synergies with other organization supported by them.

Contribute to knowledge building, visibility, and communication of the Programmes-25% • Maintain and strengthen discussion amongst sister UN agencies, key ministries and NGOs, partners, donor and communities to provide knowledge and understanding while ensuring accurate interpretation of the project objectives and implementation. • To coordinate research work of all partner’s programmes including creation of research summaries to share to technical committees and Programme Steering Committees. • Work with key partners and donor to identify best practices and lessons learned to guide programme improvement and strategy planning

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

The living condition in Dar es Salaam and Tanzania in general is satisfactory and the duty station is classified at level B by the UN International Civil Service Commission.
