In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child, and it was enacted immediately. Since then, the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

Yemen is a Level 3 emergency and currently facing one of the biggest and most complex humanitarian crises in the world. The Country Office has received US$75 million from the World Bank to improve access to education and system strengthening in the most disadvantaged areas in Yemen. Under the general supervision of the REAL Project Manager, the Program Officer (Budget) performs a variety of specialized tasks in support of the preparation, monitoring, and control of the project budget, and guides program staff on budget management and compliance with donor financial conditions. The incumbent will also monitor and allocate the incoming funds, monitor expenditures, analyse and report on utilization rates and spending progress and challenges, advise program teams in sections and field offices on donor financial conditions and monitor compliance, and prepare donor financial reports.

Summary of key functions/accountabilities:

1.Monitor funding levels against project budget for all sections and field offices involved in the project, recommending budget adjustment where necessary, and identify areas of over or under expenditure respectively to ensure maximum fund utilization.

2. Ensure quality information management through regular review and maintenance of planning, contribution, and utilization-related information in VISION.

3. Closely monitor the allocation of funds to various sections (Education, YSC, Ops etc) and FOs and generate monthly updates and determine future cash requirements.

  1. Update the program management team and YCO management on the reporting requirements for the World Bank to ensure financial adherence to the increasing complexity of donor conditions, and the volume of funding being received by the country office.

5. Closely monitor fund utilization of all three WB grants (IDA, GPE Accelerated Funds [AF], GPE Education Sector Programme Implementation Grant [ESPIG]) and alert the Project Manager/ Section staff on expenditure challenges requiring support.

  1. Under the guidance of the Chief of Education, provide overall budget management support to the Education section such as CDs, overall grant analysis, and management in addition to the World Bank grants.

7. Support the country offices’ management performance indicators and report monthly on the progress in the section meetings.

8. Conduct training on budget management and utilization, World Bank donor conditions, proper categorization, and coding of activities within the donor reporting framework, and other project specific financial management training to section and field office project focal points and PAs.

9. Conduct special budget analysis and trends as needed.

10. Prepare quarterly Interim Financial Reports using Insight, in collaboration with the Project Manager and operations unit. In consultation with the Chief of Education and the Education Project Manager, submit IFRs to the World Bank and respond to any comments or feedback received.

11. Prepare utilization and financial management updates for bi-annual progress reports and regular donor meetings.

12. Oversee financial closure of the three WB grants as the abovementioned including monitoring of open commitments, tracking returned balances, alerting the project manager of anticipated challenges as they arise (returned funds that require utilization, commitments that are not expected to be closed in time, etc.).

13. Knowledge and capacity building:

  • Promote a culture of the highest ethical standards and behavior in the management of UNICEF’s resources.
  • Support initiatives for management improvement by capturing, institutionalizing, and sharing best practices and lessons learned. Recommend improvements in processes and procedures to enhance productivity and performance including implementation of cost-saving strategies.
  • Participate and/or organize training and learning events to build capacity of staff and stakeholders/partners.

To qualify as an advocate for every child you will have…

Education:

A University degree in Business Administration, Accounting, Financial & Project Management, or another related financial field is required. Supplemental formal financial / accounting training may be accepted if a university degree is not in a related financial field.

Preference and emphasis will be given to a self-motivated candidate holding a professional finance qualification and already working experience in this field.

Experience:

A minimum of two (2) years of professional experience in financial management accounting, or audit with a strong basis in Budgetary /Financial Control preferably in an international organization are required. Similar experience in the humanitarian organization are an asset.

Experience in database packages, web-based management systems, and ERP systems (preferably SAP financial modules) is an asset.

Advanced skills in Microsoft Office, especially MS Excel and PowerPoint, are required.

Experience and skills in the explanation and visualization of financial data for a non-financial audience is an asset.

Experience in facilitating training is an asset.

Experience in UN or NGOs are an asset.

Language Fluency in English and Arabic is required.
