How can you make a difference?

Under the supervision and guidance of the Deputy Representative: gathers data, monitors and updates a variety of information to maintain accurate programme/project records which need to be readily available for project officers in order to take appropriate decisions. Reconciles and consolidates information from HQ, RO and FO records in order to prepare management reports on programme and project financial implementation. Assists officers in the technical and financial review of documentation kept by partners with regard to HACT. Maintains close link between Operations and Programme through periodic meetings.

Key functions, accountabilities and related duties/tasks:

  1. Assists in the planning, preparation, allocation and monitoring of the programme budget.

• Provide information on available and foreseen funds by grant, based on the overall resource planning level, funding proposals and ongoing funding negotiations, and available funds balances.

• Support the development of the budget for programmatic components by funding source for discussion/review with programs sections, considering the financing of activities, staff and operating expenses if any.

• Support the allocation of funds in accordance with project proposals, Annual Work Plan or arising programme needs.

• Prepare regular programme implementation reports, special implementation information, by grant and component according to Representative and Deputy Representative needs. Review the Office Dashboard weekly to alert the Deputy Representative of mayor indicators requiring attention.

  1. Provides information and monitors the programme budget in terms of allotment accounts, availability of funding, expenditures and obligations:
  • Monitor all the grants for timely utilization up to expiry.
  • Support the allocation of funds and monitor grants validity, balances and use in accordance with the donors and proposal conditions laid down.
  • Necessary adjustments with HQ
  • Control and adjust if necessary the use of the amounts of each grant, per the budget planning thru the Change of Funding Source.
  • Support year-end closure activities ensuring timely actions on budgets, commitments and pre-commitments and re-phasing of funds to subsequent years in compliance with UNICEF financial regulations
  1. Supports the monitoring, generation and analysis of reports:
  • Support in preparing monthly monitoring management report for the Country Management Team by monitoring all the key performance indicators as per the annual management plan.
  • Prepare system-generated reports on a monthly basis or when required to support decision-making, planning and optimizing the use of programme funds.
  • Provide inputs for donor reports by making use of grant utilization reports by programme component, financial analysis per narrative report and based on the donor proposal.
  1. Support Harmonized Approach to Cash Transfers (HACT) implementation and monitoring:
  • Provide regular inputs to Deputy Representative for update of the HACT assurance plan. Detail the status of assurance activities (planned and completed).
  • Facilitate spot checks, micro-assessments, and audits; reviewing HACT assurance plan, making necessary administrative arrangements and, liaising with relevant programme sections (and/or consultancy firm) and partners to implement the correspondent assurance activities.
  • Analyze spot check, audit and micro-assessment reports for findings requiring attention and/or recommendations, following up with partners and programme specialists.
  1. Provide programme administrative support and training:

• Provide systematic training on project/programme policies and instruments to staff.

• Keep files and prepares other reports for financial monitoring purposes and management decision taking.

• Assist in preparation of presentations.

• Performs other duties as required.

Work requires interpretation of a variety of guidelines relating to administrative and financial aspects of programming. The systems, procedures and instructions require interpretation to determine that documentation can be processed or amended, if needed. Upon identifying need for changes, the incumbent would make recommendations on appropriate solutions to supervisor and/or project officers.

Incumbent is expected to make recommendations on the most appropriate application of technical knowledge/skills as well as rules and regulations. Informaction will be used by Progamme coordinator and programme/project officers in decisions regarding financial implementation. His/her recommendations affect the efficient delivery of services and programme implementation.

The efficiency and effectiveness of the support provided by the Budget Associate to budget planning, fund allocation, monitoring, and effective implementation of the contribution management guidance, tools, and best practices directly impacts the effectiveness and execution of the budget. program and delivery of sustainable results, which in turn UNICEF's office and capacity to help the most vulnerable women and children

Skills

  • Training and experience using MS Word, Excel, PowerPoint and other UNICEF software such as SharePoint; knowledge of integrated management information systems required.
  • Thorough knowledge of UNICEF administrative policies and procedures.
  • Organizational, planning and prioritizing skills and abilities.
  • Ability to deal patiently and tactfully with visitors.

To qualify as an advocate for every child you will have…

  • Education: Completion of secondary education is required, preferably supplemented by technical or university courses related in accounting/administration.
  • Experience: A minimum of six (6) years of progressively responsible work in accounting/administration/finance.
  • Language Requirements: Proficency in both Spanish and English verbal and written is required.
