Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To support member states enhance the production and use of gender statistics, UN Women’s Regional Office for Asia and the Pacific implements several statistical programmes. Namely, the Flagship Programme Initiative, “Making Every Woman and Girl Count (Women Count)” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. In addition, the “Building Back Better” programme aims to support countries generate and use data on gender and resilience to crises, including the COVID-19 crisis. Furthermore, UN Women’s Regional Office also supports the enhancement of gender data through the work of other offices, including the statistical programme for the Center of Excellence on Gender Equality.

The Project “Enhancing Access to Justice for Women in Asia and the Pacific: Bridging the gap between formal and informal systems through women’s empowerment and reduction of gender biases” has the overall goal to enhance access to justice for women in formal and community-based systems in Asia and the Pacific through women’s empowerment and reduction of gender biases. In realizing this goal, the programme partners – UN Women, the International Commission of Jurists (ICJ) and the Office of the High Commissioner for Human Rights both the regional offices of South East Asia and the Pacific (OHCHR) – focus on achieving the following outputs: (1) Domestic laws adopted and court decisions are consistent with international human rights law and standards, including CEDAW; (2) Gender discriminatory attitudes and stereotyped behaviours towards women by formal and informal justice providers are addressed; and (3) Grassroots women’s organizations and community-based women’s organizations are empowered and well-positioned to document, monitor, liaise and facilitate interactions with formal and informal justice providers.

The two successful candidates will support select activities related to the regional gender statistics programmes and the regional Women’s Access to Justice programme. Reporting to the Regional Gender and Statistics Specialist and the Regional Access to Justice Specialist at the Regional Office for Asia and the Pacific (ROAP) respectively the Programme Associates supports the Office Operations by performing a variety of standard administrative processes ensuring high quality and accuracy of work. The Administrative Associates promotes a client, quality and results-oriented approach. The Administrative Associate works in close collaboration with the Operations, Programme and projects staff team to ensure consistent service delivery and to resolve complex administration related issues and information delivery.

Duties and Responsibilities

1. Provide administrative and logistical support to the formulation and management of programmes

  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Provide technical guidance to the Statistics Team at the Regional Office, along with relevant teams in country offices implementing statistics projects and executing agencies, on routine delivery and reporting of programme supported activities and finances;
  • Prepare information for the audit of programmes/ projects and support implementation of audit recommendations;
  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers.

2. Provide administrative support to the financial management of the Programme Unit

  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms;
  • Provide administrative support for the preparation and management of partner agreements, in liaison with other colleagues in the office.
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Process payments for consultants;
  • Maintain internal expenditures control systems;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas;
  • Assist in the preparation and follow up of cost-recovery bills in Atlas.

3. Provide administrative support to the Programme Unit on logistics and other areas

  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims;
  • Prepare public information materials and briefing packets;
  • Assemble briefing materials and prepare power-point and other presentations;
  • Provide guidance and training to other Programme Assistants as needed.

4. Provide administrative support for Resource Mobilization

  • Prepare cost-sharing and other agreements; follow up on contributions within the RO resource mobilization efforts;
  • Organize, compile and process information from donors, the RO, and programme team, as inputs to various databases and documents.

5. Facilitate knowledge building and knowledge sharing

  • Provide administrative support synthesis of lessons learnt and best practices related to programme management and finance;
  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

Required Skills and Experience

Education and certification:

  • Completion of secondary education required.
  • Bachelor’s degree in Business or Public Administration is an asset.

Experience:

  • At least 6 years of progressively responsible experience in administration or programme management/support;
  • Experience in working in a computer environment using multiple office software packages;
  • Experience in the use of ATLAS is an asset;
  • Experience in supporting a team.

Language Requirements:

  • Fluency in English and Thai is required;
  • Knowledge of the other UN official working language is an asset.
