In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The main roles of UN Women are: • To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms; • To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society • To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Gender equality is not only a basic human right, but its achievement has enormous socio-economic ramifications. Empowering women fuels thriving economies, spurring productivity and growth. Yet gender inequalities remain deeply entrenched in every society. Women lack access to decent work and face occupational segregation and gender wage gaps. They are too often denied access to basic education and health care. Women in all parts of the world suffer violence and discrimination. They are under-represented in political and economic decision-making processes. UN Women was created to address such challenges. It is a dynamic and strong champion for women and girls, providing them with a powerful voice at the global, regional and local levels. Grounded in the vision of equality enshrined in the UN Charter, UN Women, among other issues, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under UN Women’s Economic Empowerment pillar, our work focuses on promoting women’s livelihoods and economic activities within the informal economy and particularly within markets. This includes supporting effective management and operations of markets to improve women’s safety, health, and economic security in markets. UN Women has worked with the Department for Community Development and Religion to complete the Informal Economy Audit which quantifies the incomes earned by women and men in the informal sector and therefore the significance of income earned in markets. The majority of the cash economy is undoubtably through women earning incomes in the informal economy. UN Women has developed a range of tools and training that are relevant to improving market management and supporting women’s wellbeing and livelihood activities in markets.

UN Women now requires the services of Programme Associates to support the implementation of its program in targeted locations. This role will be based in Port Moresby with travel to project locations.

Under direct supervision of the Program Analyst and overall guidance of the Programme Specialist, and working with the Project Interlocutor, the Programme Associate will be responsible for providing coordination support to administrative and logistical and technical assistance through performing the following key tasks and delivery of the expected results:

  1. Provide administrative and logistical support to the formulation and management of programmes • Provide administrative support in the preparation of programme work plans, budgets, and procurement plans for programme delivery. • Work with UN Women staff to ensure that interventions for market management authorities and market vendors are implemented in line with agreed expectations • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions; • Make travel arrangements for the Programme Team, including travel requisitions and claims; • Draft minutes in meetings, draft activity reports as delegated; • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team; • Manage, organize and coordinate filing of programme documents (on SharePoint and physical); maintain mailing lists. • Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations • Perform other administrative tasks as assigned by supervisor. • Assist and support Project Interlocutors in producing reports, briefs, talking points where necessary.

  2. Facilitation of knowledge building and knowledge sharing • Provide administrative support to the organization of training for partners and stakeholders based on the existing tool kit and work plan; • Conduct training as well as participate in trainings; • Support Interlocutor with arrangement and setting up venue for workshops and trainings and ensuring that visuals, stationaries, catering, IT equipment’s are in place. • Set up meetings with Stakeholders and partners including facilitating correspondences and delivering them.
    • Conduct routine monitoring and assessments based on the approved MELF • Collect and compile lessons learned and best practices • Develop stories of change and disseminate to clients and stakeholders as appropriate to build visibility for the programme, capacity and knowledge.

  3. Provide administrative support to the financial management of the Programme Unit • Provide administrative support in monitoring and preparation of budget and the finances of programmes/projects, and in the preparation of FACE forms; • Prepare non-PO vouchers for development projects; • Contribute to financial business operational practices and management innovations; • Maintain internal expenditures control system; • Process payment for consultants, as delegated; • Create requisitions in Atlas for development projects; register good receipts in Atlas.

Results/expected outputs:

As an active UN Women team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UN Women and its beneficiaries in the accomplishment of her/his functions, including:

• Timely and accurate administrative and logistical support to events, workshops, and missions are delivered; • Administrative functions are consistent with UN Women rules, regulations, policies and procedures are fully complied and delivered; • Effective and timely financial management and operational support is provided for timely delivery of project activities; • Programme management support is provided to ensure results produced are of quality and meets project expectations;

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

-National UN Volunteer Specialist receives approximately PGK 2,230.67 as Monthly Living Allowance. -Provided with assignment travel cost and entry lumpsum if applicable. -Enrolled in health, life, disability insurance. -Applicable dependents (primary family unit, up to 3) are eligible for health insurance. -Entitled to annual leave, 2.5 days per month. -Provided with exit lumpsum to support transition at the end of assignment.
