BACKGROUND

The upcoming Country Strategic Plan 2024 – 2028 aligns with national development plans and aims to support the Government’s commitments to strengthen the national social protection programme.

One of the key Government priorities under this commitment is to reduce food insecurity and malnutrition of vulnerable households by improving their access to healthy food. In order to advance this objective, the Government has asked WFP to support the implementation of an electronic food voucher pilot program called Walang Gutom, No Hunger. The objective is to provide food insecure households with nutrition-sensitive food assistance coupled with social and behaviour change communication and contribute to the prevention of child malnutrition. The pilot will be implemented jointly with the Department of Social Welfare and Development (DSWD) and in close collaboration with the Asian Development Bank. The results of the pilot project will be used to support DSWD in its scale up effort for a national electronic food voucher programme.

The pilot will support a total of 3,000 households over a period of 6 months in five regions of the country. WFP is looking for an enthusiastic and committed Programme Associate to support this pilot in Dapa, Surigao del Norte.

ORGANIZATIONAL CONTEXT

The Programme Associate will work in the Programme Unit.

KEY ACCOUNTABILITIES (not all-inclusive)

The incumbent will work under the direct supervision of the Voucher Project Manager and the overall supervision of the Head of Programme. The incumbent will be responsible to coordinate and support the preparation, set-up, implementation and monitoring of the voucher pilot interventions in Dapa, Surigao del Norte with the below specific details:

  1. Maintain day-to-day contact with DSWD project partners and coordinate closely with LGUs, local retailers and other relevant stakeholders on all activities related to pilot implementation in Dapa, Surigao del Norte and in line with established processes and guidelines. This includes:
    • Assist and support in beneficiary registration and e-voucher distribution at the beginning of the project
    • During implementation, lead on day-to-day e-voucher-related activities and checks jointly with DSWD, including changes to beneficiary data or lost/stolen vouchers.
    • Develop monthly voucher redemption plans jointly with DSWD, retailers and other partners
    • Organise market days with DSWD, LGUs and Kadiwas or local retailers as needed
    • Organize and run orientation and refresher sessions for beneficiaries and programme partners as needed
    • Coordinate the schedule and logistical arrangements for Social and Behaviour Change Communication.
    • Follow up on beneficiary information requests or grievances in the field and provide timely and quality information to the responsible manager according to established procedures.
    • Follow up and provide support to participating retailers in coordination with CO Supply Chain and IT units.
    • Support day-to-day trouble-shooting in coordination with CO Programme, Supply Chain and IT units.
    • Coordinate monitoring activities with DSWD and WFP monitoring assistants.
    • Organize all project-related logistics arrangements internally, with DSWD and other partners.
    • Support the DSWD with the grievance and redress mechanisms
  2. Coordinate closely internally with all voucher-related CO functions such as CBT, Supply Chain, Finance and IT.
  3. Support WFP Cash and In-Kind programming in digital registration and preparation of enrolment / beneficiary list in their responsible geographical area.
  4. Flag and support in documenting operational risks and contribute to risk mitigations in close collaboration with the Voucher Project Manager.
  5. Provide support in the capacity strengthening activities implemented by WFP in support of DSWD, such as training facilitation support and administrative arrangements for trainings as required.
  6. Document best practices and lessons learned throughout pilot implementation and provide suggestions to improve voucher pilot end-to-end processes as well as for the scale-up
  7. Provide inputs to assessments, progress reports, briefings, and presentations to WFP management, donors, and other stakeholders as needed.
  8. Undertake other assigned tasks, as required.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Education:Secondary education is required. Bachelor’s degree in related field is an advantage.

  • Experience:

    • At least six (6) years of work experience in programme implementation of humanitarian or development programmes, preferably with experience in WFP operations in the field
    • Experience in adapting to different operational scenarios and implementing plans in collaboration with key internal and external stakeholders
    • Experience in troubleshooting and solving operational issues
    • Experience in cash or voucher programming desirable
  • Technical skills and knowledge: Training and/or experience utilizing computers including word processing, spreadsheet and other software packages.

  • Language: Ability to communicate (written and oral) fluently in English and Filipino. Knowledge of local languages preferable.

  • Competencies:

    • ​​​​​​​Strong organization and planning ability
    • Ability to work independently

REMUNERATION PACKAGE

WFP offers a competitive benefits package including an approximate salary of PHP50, 000++/ per month and comprehensive medical insurance which can be extended to eligible dependents.
