ABOUT WFP

Background

The World Food Programme (WFP) maintains the long-term cooperation with the Government of Indonesia in the assessment and monitoring of vulnerability to food insecurity. The cooperation includes supporting the Agency for Food Security (BKP) of the Ministry of Agriculture (MOA) in the production of the National and Subnational Food Security and Vulnerability Atlases (FSVAs). The atlases bring together data from different sources, presents analysis through easily understandable thematic maps, and provide a comprehensive geographic profile of food security and nutrition conditions in the country. The FSVAs are widely used in guiding policy decisions, resource allocations and planning interventions that are sensitive to the specific needs of each locality, in order to ensure that no one is left behind.

WFP also provides support to the Provincial Agricultural and Food Security Offices (DPKPs) in strengthening the skills of their personnel in food security analysis and mapping for the preparation of District FSVAs.

The WFP CO in Jakarta seeks to recruit a Programme/Vulnerability and Analysis Mapping (VAM) Associate to support in the implementation of the above-mentioned activities, with a particular focus on supporting and strengthening the capacities of subnational governments in FSVA production in the 5 provinces most vulnerable to food insecurity in eastern part of the country: East Nusa Tenggara (NTT), Maluku, North Maluku, Papua and West Papua.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor degree and/or equivalent experience with emphasis in one or more of the following disciplines: economics, social sciences, Development Studies, statistics, or related field.

Languages: Fluency in both oral and written communication in Bahasa Indonesia and English.

ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office. At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

Job Title: Programme Associate (VAM)

KEY ACCOUNTABILITIES (not all-inclusive)

Accountabilities/Responsibilities:

Under the supervision of the CO VAM Activity Manager and technical guidance of the CO VAM Officer, the Programme Associate/VAM is responsible for the following duties:

  1. Provide technical assistance to sub-national government institutions in producing food security analysis products that enable evidence-based policy making related to food security.
  2. Provide capacity building to sub-national government institutions in food security analysis and mapping.
  3. Provide specialized project management support to VAM programmes to ensure that the various activities are performed within the targets following WFP’s policies and procedures.
  4. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses.
  5. Prepare a range of reports and data analyses and highlight trends/issues on food security, while ensuring that deliverables adhere to corporate standards and quality control.
  6. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  7. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge & Skills:

  • Demonstrated knowledge in food security and vulnerability concept
  • Analytical ability in Geographic Information Systems (GIS)
  • Ability to communicate and coordinate with Government partners and stakeholders
  • Analytical ability in food security and vulnerability analysis, including data collection and analysis
  • Proficiency in using statistical software (STATA, R, SPSS, etc.) and Indonesian national datasets is preferred

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience:

  • Has worked with technical teams (i.e. nutrition, VAM, etc.).
  • Has contributed to the implementation of programmes.
