WFP Zimbabwe’s Country Strategic Plan (CSP) 2017-2021 was approved by the WFP Executive Board. It aims to contribute to five Strategic Outcomes (SOs) that are aligned to five Strategic Results of Sustainable Development Goals (SDG) 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of 13 Activities are planned to be implemented to achieve the contributions to the five SOs.

JOB PURPOSE

WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking resources used for implementing the activities to the results achieved.

To provide support to policy and programme activities that effectively meet WFP Zimbabwe Country Strategic Plan (CSP) 2017-2021 operation needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Collect and consolidate required information for Urban Response project planning and implementation processes
  • Liaise with the Cooperating Partners to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency, and highlight potential risks to project delivery
  • Assist Cooperating Partners to carry out needs assessments, designs and pre-feasibility and feasibility studies
  • Assist Cooperating Partners in conducting Weekly Markets monitoring to track and report on commodity availability and price trends in the Urban domains.
  • Document and report changes in the macro-economic environment timely for programming.
  • Conduct food needs assessments (Nutrition survey, ZIMVAC, Crop & Livestock assessments) as assigned
  • Assist Cooperating Partners in beneficiary targeting and registration and data cleaning to ensure the beneficiary database meets the WFP standards of quality, reliability and validity.
  • Timely planning and processing of beneficiary disbursements, reconciliations and COMET data entries.
  • Assist Cooperating Partners to carry out community consultative meetings as the bottom up approach to the implementation of resilience building activities in the Urban domains

Key Accountabilities contd:

  • Provide full support and assistance to relevant Urban and Rural government authorities, in planning and budgeting of annual and quarterly activities
  • Assist the related stakeholders in ensuring timely monitoring of the field activities and reporting as well as undertake regular field visits to track progress of implementation at the field level
  • Prepare work plans and monitoring plans, conduct site visits, prepare and submit reports. Prepare field visit schedule and facilitate monitoring and evaluation in coordination with WFP Sub Office
  • Take a leading role in implementing the 3PA processes under Masvingo FO as one of the WFP CO 3PA facilitator to ensure WFP embraces the bottom up approach in designing and implementing resilience building programmes
  • Take a leading role in implementing Scope processes for the Urban Response programme including CP trainings, guidance and mentoring on scope processes
  • Support cooperating partners to develop various food security and resilience plans and other rural resilience initiatives and the social safety nets at the municipal/ward/community level
  • Reinforcing the capacity of government, Cooperating Partners and communities to prepare for and respond to climatic stress and natural hazards;
  • Build and sustain strong working relations with stakeholders at provincial, district and community level to ensure continued support by all stakeholders.
  • Undertake other responsibilities relevant for implementing the activities as assigned by the supervisor.

Deliverables

  • Ensure all the CP obligations for the Urban programme in the FLA are fulfilled before the expiry of the contract.
  • Ensure all the targeted assisted people in the Urban domains timely receive their monthly entitlements
  • Ensure all the complementary resilience building activities are implemented and ensure all the CP obligations in the FLA are fulfilled.
  • Ensure programme impact is documented and demonstrated through human interest stories, lessons learnt and best practices.
  • Ensure that community feedback mechanism and protection issues are implemented.
  • Monthly activity plan produced
  • Datasets produced and posted on ONA and in line with monitoring targets
  • Monthly reports produced and submitted.

STANDARD MINIMUM QUALIFICATIONS

  1. Completion of a post-secondary qualification in the related functional area. A degree in in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field will be a distinct advantage.
  2. Knowledge of food security and livelihood assessment conceptual frameworks.
  3. At least 5 years experience in basic food security and market analisis and reporting.
  4. Relevant experience in project implementation in a governmental and multilateral organizations or I/NGOs with broad understanding of the various aspects of social mobilization, community development, 3PA, PRA, RRA methods, tools and frameworks;
  5. Experience of working with government and I/NGOs at the local level in governance, livelihoods, food security, nutrition, education, and climate change sector;
  6. Prior experience of working in the project target districts/municipalities will be given preference;
  7. Must have training and/or experience utilizing computers including word processing, spreadsheet and other software packages.
  8. Competency in communication and reporting in English and Shona languages

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Demonstrate ability to implement, under guidance, humanitarian and resilience building programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection, implementation, monitoring and evaluation.

Ability to implement new methods or tools to improve team’s work processes and productivity.

Experience in utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems.

Has experience in implementing, monitoring and reporting on food and cash assistance related programmes

Has experience working in data management systems (COMET, SCOPE, etc.)

Has experience working in both emergency and development context.

CRITICAL SUCCESS FACTORS

  • Knowledge of national and international policies and strategies related to food security, nutrition, education, and climate change;
  • Knowledge of and experience of result-based management (RBM) methodologies and tools (project and programme planning, implementation and monitoring) and report writing;
  • Sound judgment; ability to extract, interpret, analyse and format data and to resolve operational problems.
  • Ability to work with minimum of supervision; to supervise and train support staff;
  • and to work effectively with people of different national and cultural backgrounds
  • Time management and ability to prioritise
  • Good reporting and communication skills
