Background

The United Nations Office on Drugs and Crime (UNODC) is a global leader in the fight against illicit drugs

and international crime, including corruption. It is a leading provider of specialized assistance to

governments for addressing the legal, criminal justice and rule of law aspects to counter corruption,

narcotics, crime prevention and terrorism. It operates in all regions of the world through an extensive

network of field offices.

The UNODC Regional Office for Southeast Asia and the Pacific, based in Bangkok, is seeking to recruit a

Programme Associate who will support activities in Papua New Guinea under the Preventing and Countering

Corruption in Papua New Guinea Project (PNG Anti-Corruption Project), funded by the European Union. The

PNG Anti-Corruption Project is jointly implemented by UNODC and the United Nations Development

Programme (UNDP) and seeks to provide technical assistance to the Government of Papua New Guinea and

non-State actors to strengthen their commitment and capacities to address corruption in line with the

United Nations Convention against Corruption (UNCAC). This, in turn, seeks to more effectively progress

the achievement of the Sustainable Development Goals for the benefit of all Papua New Guineans.

Duties and Responsibilities

1. Support the Project team to ensure effective implementation of activities and achieve results:

  • Independently provides project management and implementation assistance at all phases of the Project cycle.
  • Coordinate the administrative aspects of the Project planning and preparation work for delivering activities under the Anti-Corruption Project in consultation with relevant stakeholders.
  • Assist in mobilizing goods and services and other Project inputs, including preparing ToRs for expert consultants, meetings, training programmes and workshops.
  • Compile and manage data on Project outcome implementation, such as details of participants, gender segregation, and agencies represented for all training, meetings, and workshops.
  • Provide high-quality analysis and draft presentation of information/data on the specific project and related topics.
  • Effective monitoring of project performance and timely production of results-oriented draft progress reports in line with the government, UNODC regulations and donor agreements.

2. Provide effective support to the planning, budgeting and implementation of the project:

  • Assist preparing the Project’s annual work plan and quarterly travel plan in consultation with the Officer-in-Charge, and provide inputs for updating the SmartSheet for the M&E Team
  • Liaise with beneficiary agencies to ensure timely delivery of activities.
  • Track the use of financial resources.
  • Analyse and support project budget proposals, including budget revisions.
  • Provide inputs and data for external project reports as necessary.
  • Ensure budgetary limits are not exceeded in accordance with UNODC budgetary provisions.

3. Provide administrative support to the team

  • Coordinate administrative activities connected to Project implementation, including lead stakeholder engagement to initiate relevant requests, prepare standard terms of reference against Project objectives, and follow-up on active administrative actions, and resolve administrative issues related to project implementation.
  • Provide secretarial services to relevant meetings; draft and circulates briefs and agendas to participants; compile background documentation; draft meeting minutes; monitor follow-up actions.
  • Work closely with counterparts in the field of anti-corruption and criminal justice to prepare and disseminate relevant Project documents to raise awareness and for review as required.
  • Raise awareness of the government counterparts and donors on using UNODC manuals, handbooks, guides, standards and norms related to anti-corruption and criminal justice.
  • Enhance the collaboration with other international, a bi-lateral and non-governmental organisations active in the area of criminal justice reform in PNG.

4. Support strategic partnerships and processes for recruitment and procurement.

  • Initiates and maintains partnerships with other relevant UN agencies, development partners, government institutions, the private sector, civil society and other stakeholders to contribute to the achievement of Project results. Prepare substantive briefs on possible cooperation areas and track timely receipt of pledged funds from the donors.

5. Support stakeholder engagement

  • Develop and maintain good working relationships with key external stakeholders.
  • Organize workshops, conferences etc with stakeholders.
  • Provide training for the UNODC PNG staff on programme management issues.
  • Synthesize lessons learned and best practices in project support management.
  • Contribute to knowledge networks and communities of practice.
  • Contribute to the development of knowledge products under the project for stakeholders.
  • Preparation of draft promotional materials related to the programme, such as social media posts, web stories, and other shareable media for a broad audience.

Required Skills and Experience

Education:

  • Papua New Guinean national with secondary education preferably with specialized certification in areas directly relevant to programme administration or financial management or a bachelor’s degree in Liberal Arts, Social Sciences, Business Administration, Hospitality Management, Accounting, Financial Management or other related filed is required.

Experience:

  • At least 9 years (for secondary school graduates) or 7 years (for university degree holder) of relevant professional experience in the administrative/finance aspect of technical assistance delivery at the national or international level is required.
  • Experience in managing development programmes based on results-based management and hands-on experience in programme monitoring, evaluation, and reporting to document programme results and impact is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required.
  • Experience in criminal justice or anti-corruption programme implementation is desirable.
  • Knowledge of UN/UNODC rules and procedures in relation to programme implementation, administration and reporting is desirable.

Language Requirements:

  • Fluency in written and spoken English is required.
  • Fluency in Tok Pisin is desirable.
  • Knowledge of other UN official languages is an advantage.

Other Requirments:

  • Good interpersonal skills.
  • High sense of responsibility for achieving successful programme outputs and fulfilling donor requirements.
