Background

The UN Women Regional Office for Asia and the Pacific (ROAP) addresses gender equality and women’s empowerment challenges in the Asia-Pacific region, including deeply embedded discriminatory social norms and practices that perpetuate inequalities based on gender and other intersectional identities (e.g. ethnicity, class, region, age, disability, migratory status, and sexual orientation and gender identity, among others). The Regional Office works across the following areas: Governance and Inter-governmental support (including on Gender Statistics); Women’s Economic Empowerment (including Migration, Ending Violence Against Women; Women, Peace and Security; Climate Change, Disaster Risk Reduction and Humanitarian Action. Covering 42 countries within Asia and the Pacific, it exercises its triple mandate and functions i.e. Normative, Coordination and high-quality programming at a regional level and in support of UN Women’s offices and UN Country Teams in 24 countries across the region. The UN Women Asia Pacific Regional Office also oversees and manages programming in programme presences.

Reporting to Regional Strategic Planning and Coordination Specialist, the Programme Associate works with and provides support to the members of the Strategic Planning and Coordination (SPC) Team in the development and implementation of strategic planning process for both ROAP and Multi/Country Offices and Programme Presences (M/COs/PPs). S/he supports the overall SPC team’s effective programmes management and programme delivery consistent with UN Women rules and regulations. The Programme Associate contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme Associate also works in close collaboration with the operations, programme and projects’ staff in the ROAP and UN Women HQs as required for resolving complex finance-related issues and exchange of information. In addition, s/he will support the SPC team to collaborate with other UN offices/agencies when required to ensure successful normative and coordination work of UN Women ROAP.

Duties and Responsibilities

1. Provide administrative support to the Strategic Planning and Coordination processes

  • Provide administrative support in the preparation of SPC team’s work plans, budgets, and proposals on programme implementation arrangements;
  • Support the overall management of the Strategic Planning process including Annual Workplan for both ROAP and M/COs. This includes coordinating with M/COs/PPs in Asia-Pacific to collect relevant document for Annual Workplan Peer-review meetings and reviewing the required supporting document in the Results Management system (RMS) for both ROAP’s and M/COs’ to ensure completeness in a timely manner;
  • Provide administrative support related to intergovernmental processes, international commemorative and/or advocacy events related to UN Women’s normative work;
  • Support the SPC team in the coordination of inputs for the team’s quarterly and annual reports;
  • Provide technical guidance to the SPC team and support with external partners on routine delivery and reporting of SPC-supported activities and financial planning and reporting;
  • Prepare information for the audit of relevant programmes/ projects and support implementation of audit recommendations when applicable;
  • Support the assembling of briefing materials and prepare power-point and other presentations.

2. Provide administrative support to the financial management of the Strategic Planning and Coordination Unit

  • Create projects in Atlas, prepare budget allocation, budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Process payment for consultants;
  • Maintain internal expenditures control system;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas;
  • Assist in the preparation and follow up of cost-recovery bills in Atlas.

3. Provide administrative and logistical support to the Strategic Planning and Coordination Unit

  • Support the overall implementation of the Strategic Planning team tasks i.e. Procurement, HR, IT, protocols and other work-related assignments;
  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
  • Make travel arrangements for the SPC Team, including travel requisitions and claims;
  • Support the management of the online-Sharepoint and hard copy filing;
  • Provide guidance and training to Programme Assistants and partners, as needed.

4. Facilitate knowledge building and knowledge sharing

  • Provide administrative support synthesis of lessons learnt and best practices related to strategic planning, coordination and programme management and finance;
  • Provide administrative support to the organization of training for the office staff and partners on strategic planning, coordination, programme and operations related issues.

Required Skills and Experience

Education and certification:

  • Completion of secondary education required.
  • Bachelor’s degree in Business, or Public Administration, social science or other related fields is an asset.

Experience:

  • At least 6 years of progressively responsible experience in administration, programme management or financial management/support is required;
  • Advance experience in working in a computer environment using multiple office software packages i.e. MS suite is required;
  • Experience in the use of ATLAS (or another ERP system) is an asset;
  • Experience in supporting a multi-cultural team is desirable;
  • Experience in supporting complex planning and/or complex coordination is an asset.
  • Prior experience in the UN System and working on UN System coordination is desirable.

Language Requirements:

  • Fluency in English and Thai is required;
  • Knowledge of the other UN official working language is an asset.
