ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

Based in the CO, the Programme Associate will work under the overall supervision of the Programme Policy Officer (Operations Support) and under the direct supervision of the SCOPE Project Manager. The incumbent will be supporting the field offices on day-to-day SCOPE related operations and supervising the deduplication team in the CO—guiding and supporting the team and managing work division and reporting of the deduplication team.

KEY ACCOUNTABILITIES (not all-inclusive)

The main responsibilities include but not limited to:

SCOPE Operations Support:

  • Assist the SCOPE project manager in preparation of standard operating procedures, mapping business processes, and SCOPE implementation plan;
  • In coordination with field offices, plan, manage, and oversee beneficiary registrations across the country and ensure SCOPE equipment supply to field offices;
  • Provide SCOPE support to CO strategic outcomes 1,2, and 3 and follow up with field offices to ensure projects are timely managed in SCOPE;
  • Regularly check the data quality in SCOPE and follow up necessary rectifications with CPs and field offices;
  • In coordination with field offices and according to SCOPE implementation plan, follow up SCOPE end-to-end rollout with field offices and provide support where necessary;
  • Assist SCOPE project manager in managing SCOPE partnerships with Government of Islamic Republic of Afghanistan and other humanitarian partners;
  • Support the capacity building of WFP staff in the field, cooperating partners, and SCOPE partner organizations;
  • Conduct field visits to ensure smooth SCOPE implementation across the country and compliance with SCOPE standard operating procedures;

Management of Deduplication:

  • Supervise and lead the deduplication team in achieving the deduplication targets
  • Provided day to day support to the deduplication team members on resolving duplication cases
  • Extract data on duplicated identities on a regular basis and divide the workload among the team
  • Regularly check the quality of the actions taken by the deduplication team and ensure the actions are taken according to deduplication standard operating procedure
  • Regularly check the reporting entries of the team for quality and errors
  • Generate weekly, bi-weekly and any other ad-hoc reports about deduplication for SCOPE team and Programme unit information
  • Generate report on individual performance of the team members and check it against the daily and weekly targets. Ensure the team members are meeting the targets
  • Contribute to updating the deduplication standard operating procedure to accurately capture duplication scenarios
  • Manage and share referrals of cases to field offices and follow-up on a regular basis
  • Generate report on the actions of field offices de-duplication progress—both on referral cases as well the new duplication cases
  • Provide regular training and capacity building to the deduplication team members
  • Coordinate with the Cooperating Partner HR, Finance and Admin related issues of the deduplication team

STANDARD MINIMUM QUALIFICATIONS

Education:

  • University degree in the fields of business administration, public administration, computer science or any other relevant field.

Experience:

  • At least 6 years of experience in humanitarian response, identity management, information management, or any other relevant field
  • Experience in digital solutions for assistance delivery is an advantage
  • Demonstrated experience in project management, business management, and user support
  • Demonstrated experience of drafting project management documents, standard operating procedures, and project implementation plans

Knowledge and Skills:

  • Possession of combination of broad business skills coupled with familiarity with management information systems
  • Strong written and oral communication skills Experience working in a United Nations agency, and preferably with WFP.
  • Field experience in Afghanistan.
  • Computer skills in Word processing, Excel, PowerPoint, typing English/Pashto/Dari

Language:

  • Ability to write and speak in English, as well as Pashto and Dari
