Contract

This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Tunisia was among the first MENA countries to establish a national school feeding programme. Just after the country's independence and following the first reform of the education system in 1958, a national school feeding (SF) programme was implemented. The Government’s aim was to ensure that all children, particularly the most vulnerable living in rural areas, would receive primary education and enhance their nutrition.

In 2020, the national programme reached 260,000 school children across 2,500 primary schools (25% of children in 55% of primary schools). The programme is fully funded by the government and lays under the responsibility of the Ministry of Education. Its implementation was decentralized with food procurement and management done at the school level. The budget of the national school feeding programme has doubled in 2019, reaching US$16 million per year. The Tunisian Government also invested US$ 1.7 million in the construction and equipment of a pilot central kitchen and the development of a School Food Bank and started the roll out of this innovative modality. The purpose of the assignment is to provide effective specialized support and technical assistance to programme activities that effectively meet the WFP Tunisia Country Strategic Plan.

Within the delegated authority and under the supervision of Head of School Feeding or his/her designated mandated representative(s), the UNV Programme Associate for School Feeding will:

  1. Contribute to the development of school feeding projects, plans and processes, ensuring alignment with wider programme policies and guidance (i.e. the Tunisian National School Meals Programme).
  2. Draft budget and project documentation and ensure relevant resource data is recorded in TNCO internal systems for reference, in line with WFP standards and procedures for all Field Level Agreements for Cooperating partners.
  3. Collect and analyze data and contribute to the preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.
  4. Monitor WFP cooperating partners’ rehabilitation of school canteens as well as the rehabilitation and creation of school gardens, ensuring a coordinated approach with wider programmers that complies with WFP standards and procedures.
  5. Monitor cooperating partners’ implementation of the digitization of the national school feeding supply chain. Ensure a coordinated approach that complies with WFP standards and procedures.
  6. Support the capacity building of WFP staff, cooperating partners and employees of the national government ahead and during the roll out of the school feeding supply chain’s digital platform.
  7. Support the translation and the roll out of the school garden manual at national and regional levels.
  8. Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs:

As an active WFP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WFP and its beneficiaries in the accomplishment of her/his functions, including: • Timely submission of draft documents listed in the description of tasks above; • Regular review and suggestions for improvement; • Research and documentation of the contribution of school feeding to social stability; • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
