JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Head of Area office in Taunggyi , the incumbent will perform the following duties: -

  • Provide technical support and assist in the development and implementation of various activities and processes supporting alignment with wider programme policies and guidelines.
  • Provide specialized project management support to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  • Within the response activities, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  • Ensure and/or perform accurate, timely recording of data within emergency food distribution (e.g. FLA summary, monthly distribution reports and payment tracking) and consistency of information presented to stakeholders.
  • Liaise and coordinate with the Shan State authorities and local authorities for smooth and effective implementation of WFP operation in Southern Shan.
  • Coordinate and communicate with local partners and local authorities to perform selection of the most vulnerable households and to ensure efficient delivery of food assistance.
  • Liaise with SO1/ ACT1, Supply Chain, Field Support and Finance Units to support effective collaboration, implementation and monitoring of emergency food distribution.
  • Support the capacity building of cooperating partners in targeting, registration, food delivery, distribution and reporting.

  • Review FLA proposals including target people, food requirement and budget for emergency food distribution.
  • Review and/or certify food requests, monthly distribution reports and payment claims of cooperating partners.
  • Monitor the project progress and report back to the office the challenges, constraints, lessons learnt and recommendations.
  • Monitor the project implementation and provide constructive feedbacks to the partner and provide technical assistance to the partner accordingly.
  • Conduct the rapid food need assessment/ feasibility assessment of WFP transfer modalities as necessary.
  • Assist in creating and data entry for partnership, food release notes and monthly distribution report in COMET.
  • Facilitate capacity building trainings, workshops, and internal/ external mission visits.
  • Act as a point of contact for resolution of a range of operational queries and problems within emergency food distribution.
  • Other task as assigned by line Manager.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area

Experience: Six or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.

Knowledge & Skills:

  • Proficient in the use of office equipment and computer software packages, such as Microsoft Word.
  • Knowledge of work routines and methods in order to complete processes under minimal supervision.
  • Uses tact and courtesy to give and receive information to a wide range of individuals.
  • Ability to identify data discrepancies and rectify problems requiring attention.
  • Ability to offer guidance or basic on-the-job training to more junior staff.

Language: Fluency in both oral and written communication in English and Myanmar and local dialect at the duty station will be an added advantage.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience or basic knowledge of humanitarian policy and emergency preparedness
  • Has participated in implementing programs;
  • Has observed or assisted with policy discussions.
