BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. Since the beginning of the Ukraine refugee crisis in February 2022, WFP set up operations in Moldova to assist in the refugee response. To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government shock-responsive capacity, WFP has drafted a Transitional Interim Country Strategic Plan (T-ICSP), which outlines the activities in the country for the next year (September 2022 – August 2023). To support the implementation of the T-ICSP, WFP Moldova is seeking to fill the position of Programme Associate, to provide support overall process of Cooperating Partner (CP) coordination, preparation of Field Level Agreements (FLAs), CP reporting and performance evaluations.

ACCOUNTABILITIES/RESPONSIBILITIES: 1. Provide technical support and assist in the development and implementation of FLAs, MoUs with Cooperating Partners (CPs) in Moldova supporting alignment with wider programme policies and guidelines. 2. Liaise with CPs to support effective collaboration, implementation and monitoring of ongoing project activities. 3. Coordinate and communicate with local partners, agencies, NGOs and government institutions to ensure efficient delivery of assistance to beneficiaries, arrangement of field and donor missions to project sites. 4. Support Cash Based Transfers team on their communication and coordination with NGO partners, including day to day troubleshooting. 5. Perform overall secretariat functions for Cooperating Partners Committee (CPC), including timely arrangement of CPC meetings, sharing relevant documents for revision by CPC members, drafting of minutes. 6. Ensure proper and accurate filing of all CP-related documents, including FLA packages, budgets and reports. 7. Act as focal point for coordination of operational and financial reporting by CPs and facilitation of internal processes, such as initiation of recording/modification of FLA commitments in WINGS, FLA recoding and CP reporting in COMET, call for proposals through UN Partnership Portal. 8. Support initiation of CP evaluation processes, proper documentation of findings and communication f results with internal stakeholders. 9. Support the capacity building of WFP staff, cooperating partners and national government on FLA management and implementation processes. 10. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines. 11. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis. 12. Other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Completion of Secondary School certification. Post-secondary certificate in the related functional area is desirable. Experience: Experience of in partnership management and coordination ideally in the context on a UN-agency or international organizations, is desirable

Knowledge & Skills • Experience in analyzing operational context and trends • Experience in supporting analytical and conceptual work on management of project proposals. • Experience in coordination with internal and external stakeholders • Experience in analyzing project budgets • Ability to work in a team in a multicultural environment Languages: Fluent in English, Romanian and Russian. Desired fluency in Ukrainian. Knowledge of a second UN language is an asset.
