ORGANIZATIONAL CONTEXT

The incumbent will be responsible for supervising and implementing WFP’s activities under SO1 projects under the supervision of BAG Field Office management, and technical guidance and support from the SO1 Head of Activity from the Country Office, and overall guidance from Head of Programme.

JOB PURPOSE

The Programme Associate will provide technical support and implement all activities in the designated area(s) of responsibility.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contributing to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations.
  2. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  3. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  4. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, cash assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  5. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  6. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  7. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  8. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
  9. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
  10. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  11. Tracking the progress of implementation, achievements, and budget utilization.
  12. Create and track administrative documents that support project implementation such as Purchase requests, Purchase Orders, financial settlements… etc.
  13. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  14. Identifying gaps/entry points for capacity building for Field Office staff and partners.
  15. Supporting the coordination with partner and local relevant authorities to ensure projects design and implementation as per the on-ground need.
  16. Conduct field missions/visits to achieve all the above-mentioned tasks and duties, as required.
  17. Any other required tasks.

Broad Knowledge of Specialized Areas Understands basic technical concepts and data and their relevance to food assistance programmes. Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes. Strategic Policy Engagement w/Government Understands and applies basic principles of engagement with government counterparts at the national or local level.

STANDARD MINIMUM QUALIFICATIONS

Education: Desirable, bachelor’s degree in Engineering, Economy, Statistic, Social Sciences, Political Science, or any other relevant field. A minimum, Diploma in similar areas. Experience: As minimum of six (6) years of work experience in Engineering, Economy, Social Sciences, Political Science, or any other relevant field. Languages: Fluency in English and Arabic required. Knowledge of Kurdish or a second UN language is desirable.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has worked with technical teams (i.e. nutrition, VAM, etc.).
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.
  • Has experience working with Governmental technical counterparts.
  • Has worked extensively in tasks that involved relationship building and community engagement.
  • Has expertise in grant and proposal writing in English.

TERMS AND CONDITIONS

Position Title: Programme Associate Grade: SC6 Contract: Service Contract Duty Station: Baghdad, Iraq Duration of contract: 6 months, with possibility of extension subject to funding availability and satisfactory performance Salary: Minimum Annual Net Salary is USD 25,424.00 Medical Plan: International valid medical plan for the staff member, spouse, and dependent children Annual leave: 30 working days per annum
