You have:

  • Completion of secondary school education. A post-secondary certificate in Development Studies, International Affairs, Economics, Social Sciences, or relevant field is desirable.
  • Minimum 5 years of progressively responsible professional experience in programme implementation & project management, and experience in facilitating policy discussions.
  • Proficiency in oral and written communication in English is a requirement.
  • Experience in funds resource management.
  • Ability to work independently on analytical and technical matters with minimum supervision.
  • Strong organizational skills and ability to deliver timely high-quality deliverables.
  • Strong communication and collaboration skills.
  • Strong analytical and report writing skills in English.
  • Proficiency in Microsoft Suite (MS Excel, MS Word, MS PowerPoint, etc).
  • Experience in programme implementations under humanitarian operations.
  • Proficiency in data management and invoice processing.
  • Experience in identifying partners to work with, preparation, and implementation of agreements.
  • Training/Capacity Strengthening skills.

Duties and Responsibilities:

Under the direct responsibility of the Programme Policy Officer the Programme Associate, Team leader will:

Plan and process In-Kind (IK) and Cash Based Transfer (CBT) related cost to Cooperating partners

  • Oversee overall payment to over 100 CPs.
  • Provide trainings to team members, Area Offices and CPs.
  • Plan and oversee closure of project in relation to payments to CPs.
  • Monitor GRIR and ITS records to ensure IPSAS compliance
  • Ensure Creation of Service Outline Agreements (SOAs), Purchase Orders (POs) as soon as the Field Level Agreements (FLAs) are signed or extended.
  • Ensure creation of Service Entry Sheets (SESs) for In-Kind activities.
  • Coordinate with TMT focal point and ensure CBT related costs invoices from SCOPE, shared with Area Offices (AOs) for verification and follow up for submission by partners.
  • Review and approve Cooperating Partners (CPs) invoices on a timely manner on ITS.
  • Monitor open POs and ensure closure upon completion of activities.
  • Ensure creation/amendment of vendors and vendor details for Cooperating Partners (CPs).
  • Ensure and coordinate weekly CP unit invoice processing report is shared with management
  • Liaise with Finance Unit on CPs invoice payment.
  • Any other duties as required.

Minimum Qualifications

Education: Completion of secondary school education. A post-secondary certificate in one or more of the following disciplines: Development Studies, International Affairs, Economics, Social Sciences, or any other field relevant to International Development Assistance is desirable.

Experience: Minimum 5 years of progressively responsible professional experience in programme implementation & project management, in addition to experience in facilitating policy discussions.

Language: Proficiency in oral and written communication in English is a requirement.
