What will you do in this position?

Under the direct supervision of the Programme Policy Officer, this position will provide specialized operational and technical support to WFP Ukraine programme for the resilience and cash-based transfer (CBT) for residents and IDPs under the approved framework.

It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

Supporting the role out of Resilience Livelihood projects:

  • Provide technical support and assist in the development and implementation of resilience-building activities targeting residents and IDPs in aligning with WFP programme policies and guidelines.
  • Coordinate and actively monitor progress and performance of resilience and food system project activities including training, assets rehabilitation and agriculture production.
  • Support communities and partners to prepare projects ideas and concept notes by conducting community consultation using WFP approach.
  • Support in fostering relationships and communication with relevant stakeholders/ mechanisms, such as cooperating partners, private sector, food security and livelihood working groups, relevant NGOs, civil societies and community leaders and project target groups under Odesa AoR.
  • Gather and collate information, prepare input for reports, analyse data and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control within set timelines.
  • Contribute to the revision of partners' proposals and budget to finalize the process of Field Level Agreements then track the progress of project implementation and the conclusion of activities as per the signed agreements.

Supporting the programme implementation through Cash based transfer modality:

  • Contribute to the implementation of CBT operations in Ukraine in line with functional strategies, policies and plans.
  • Support in the monitoring process according to Standard Operating Procedures (SOPs).
  • Actively engage in programme roll out preparation by maintaining communication with local authorities and Country Office, as well as cooperating partners, when applicable.
  • Coordinate the registration process, follow up on issues that may arise during the process.
  • Coordinate the monthly cycle management with all relevant actors (Country office, Cooperating Partners, local authorities) to deliver CBTs to beneficiaries on time.
  • Contribute to the Country Office’s efforts regarding analysis, learning and strategy around cash-based transfers.
  • Contribute to the analysis of the impact and effectiveness of cash-based programmes.
  • Assist Programme Policy Officer in research and follow up programme implementation activities when requested by supervisor.
  • Provide other types of relevant support when necessary.

Education: Completion of secondary school education. A post-secondary degree in the following disciplines: Agriculture, international relations, political/social science, security management, business administration, economics or management is desirable.

Experience: Six (6) or more years of progressively responsible programme/administrative support experience. A higher university degree may compensate for some of the required experience. Experience working with UN agencies / INGOs / International Organizations is desirable. Experience working with technical teams (i.e. Resilience, Agriculture, Climate adaptation projects, Monitoring & Evaluation etc.) is desirable.

Knowledge & Skills:

  • Proficiency in MS Office and PowerPoint in particular.
  • Knowledge of the application of common business processes, practical business support methods, procedures and systems used in the area of work, gained through technical training and work experience.
  • Ability to analyze and interpret financial data.
  • Ability to monitor budget.
  • Experience in task coordination among team members is desired.
  • Good communication skills.

Language: fluency (Level C) in English and Ukrainian languages is essential.
