Since June 2020 UNICEF has led the efforts of the UN in Turkmenistan to support the Government in strengthening risk communication and has carried out multiple activities through the State Committee for TV, Ministry of Health and Medical Industry, Ministry of Education and other partners. As the global COVID-19 pandemic is ongoing UNICEF will continue working with the Government to scale up the preventive activities and strengthen national efforts for risk communication and community engagement in response to COVID-19 impacts in Turkmenistan and increase national capacity for potential future crises and rapid RCCE response.

How can you make a difference?

UNICEF Office in Turkmenistan is looking for a national of Turkmenistan for a temporary post (364 days) of the Programme Associate at G6 level. Programme Associate will work in close collaboration with a range of staff in the CO, external partners and agency counterparts, supporting programme delivery, monitoring and reporting. Will be accountable to provide regular feedback on the status of projects through monitoring milestones and advises on improvements to keep activities on track.

Purpose for the job:

Under the supervision and guidance of the Communication for Development Officer, the Programme Associate will support the respective Communication and Health sections by carrying out a range of programme support functions to help develop, implement and monitor the World Bank Loan related initiatives and commitments, while ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

Summary of key functions and accountabilities:

Within the assigned accountabilities and under the given organizational set-up, the incumbent contributes to the following main functions and expected results, in accordance with the plans, agreements and standards of performance.

  • Facilitating the development of contracts and providing inputs to quarterly narrative and budget updates by sharing information and drafting selected sections of it.
  • Ensuring the timely and accurate recording and administrative processing of government and NGO’s proposals and requests for direct cash transfers (DCTs) and processing of payments and invoices to service providers and consultants.
  • Helping conduct regular spot checks and programmatic visits of partner’s projects to assess their record-keeping, expenditure controls, reporting systems and implementation of activities.
  • Supporting the programme section in compiling and analyzing information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as provide inputs into preparation of reports, plans and terms of references.
  • Carrying out transactions in VISION pertaining to the grant and programme-related activities to the RCCE Component of the World Bank supported COVID-19 Response Project including but not limited to registering report submission for the grant and tracking budget utilization.
  • Regularly monitoring budgets and financial expenditures of the RCCE Component of the World Bank supported COVID-19 Response Project by employing applicable tools, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and/or follow up.

To qualify as Programme Associate, you will have...

Education: Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.

Experience: A minimum of six years of administrative or clerical work experience is required. Prior experience in programme support functions is an asset. Relevant experience in a UN system agency or organization is considered as an asset.

Language Requirements: Fluency in English is required. Knowledge of Turkmen or Russian language is considered as an asset.

Skills:

Strong organizational, planning and prioritizing skills and abilities.

High sense of confidentiality, initiative and good judgment.

Ability to work effectively with people of different national and cultural backgrounds.

Strong office management skills.

High attention to detail.

Ability to effectively manage the section’s material resources and monitor its budget.

Good analytical skills.

Experience using MS Word, Excel, PowerPoint and other UNICEF software such as SharePoint.
