WFP Somalia is providing In-Kind and Cash assistance to vulnerable Somalis through relief assistance, livelihood support, nutrition and safety nets, and is working with over 100 Cooperating Partners in the country. This implies, management of numerous Field Level Agreements (FLAs) and related extensions and amendments, the management of the Country Office Cash-based Transfers (CBT); a close follow-up on Cooperating Partners (CPs) transfer costs, and management of planning and distribution data.

Duties and Responsibilities:

The Programme Associate will handle CBT and In-Kind resources providing support to Partnerships unit and Programme with close collaboration with Budget and programming, Finance, Supply Chain Units. The successful candidate will:

• Review FLA proposals, monitor and conduct a comprehensive analysis of Cash-Based Transfers (CBT) financial performance and make recommendations in compliance with WFP financial policies and procedures and standard methodologies; • Review and provide comprehensive analysis on fund and grant balances programmed for CBT identifying surpluses and deficits and suggest corrective measures; • Monitor and provide status of CBT and In-Kind on a monthly basis; • Analyse CBT distributions (comparing planned distributions, to actual distribution and CBT resource consumption); • Maintain CBT management file and track all CBT funds received, CBT Interventions, transfers, transfer costs and implementation costs; • Maintain FLA tracking sheet to ensure efficient management of Programme resources including Cooperating Partners transfer costs and implementation costs for CBT and In-kind (IK); • Review planned monthly CBT distributions ensuring there are adequate resources for the distributions, allocated/assign funds to approved distributions in line with donor conditionality prior to cycle creation/effecting CBT distributions and ensure that CBT resources planned for distribution are committed to POCBs; • Review the utilization of Purchase Orders Cash to Beneficiaries (POCBs) on a monthly basis; • Monitor Purchase Orders for Distribution Agreements and Non-Food Items Purchase Orders and follow up with focal points on any unutilized POs that may require closure; • Coordinate recording of distribution data from corporate information management and transfer management systems, analyse and prepare comprehensive reports to ensure accuracy and efficiency of information to stakeholders; • Oversee timely reimbursement of CPs in compliance with the International Public Service Accounting System (IPSAS); including timely creation and release of Service Outline Agreements (SOAs), Purchase Orders (POs), and posting of Service Entry Sheets (SES) in WFP corporate system; • Act as a focal point in providing procedural and technical support to staff within the programme; • Perform other related duties as the need arises.

Minimum Qualifications

Education: Completion of secondary school education. A post-secondary certification in economics, international affairs, business administration, social sciences, development studies.

Experience: Five years progressively responsible experience in resource management in the public sector, development projects, and/or operational aspects of food aid transactions.

Language: Proficiency in oral and written communication in English is a must.

Knowledge &Skills:

• Knowledge and experience in resource management. Experience in cash-based programming resource management is an added advantage. • Ability to work independently on analytical and technical matters with minimum supervision. • Strong organizational skills and ability to deliver timely high-quality deliverables. • Good knowledge and practical experience in data record keeping, reporting, and data analysis. • Strong analytical and report writing skills in English. • Proficiency in utilizing computers, including proficiency in using MS Excel.
