ORGANIZATIONAL CONTEXT

The incumbent will be expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. Programme Associates are required to use judgment in dealing with unforeseen operational problems on a daily basis and are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food/cash based assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Ensure that the budgets and expenditures of WFP’s Cooperating Partners are entered into WFP Information Systems in a correct and timely manner, in line with corporate guidance for financial management of partner resources. Maintain detailed internal records in Excel, linked to WFP Management Information System records, to facilitate reporting and analysis. Liaise with relevant units within WFP, and advise Head of Resource Management Unit as needed, to ensure common understanding and consistent application of corporate guidance.
  2. Review expense reports submitted by WFP’s Cooperating Partners for accuracy, completeness, and alignment with agreed budget. Liaise with WFP’s Partners to address any discrepancies and ensure timely submission of all documentation required for payment to Finance unit, Management and/or relevant units within WFP. Revise the process and tools as needed to adapt to changes within the project or WFP’s financial framework and document any deviations from processes caused by operational exigencies. Participate, on behalf of WFP Programme unit, in periodic in-person reviews of Cooperating Partner expenses.
  3. Monitor and analyze Cooperating Partner consumption of available budget and prepare reports including charts and tables for Resource Management Unit to highlight any trends or potential issues in the pipeline and provide recommendations for moving forward. Prepare ad hoc reports as requested to meet specific information requirements.
  4. Contribute to periodic projections of Country Office cash requirements, and any other forecasts needed, based on inputs received from Cooperating Partner and other relevant units within WFP.
  5. Within the WFP Programme unit and Cash-Based Transfer sub-unit, provide inputs to design of key processes for transfer of funds to beneficiaries, reconciliation of beneficiary payments, etc as well as payment of operational expenses. Participate in regular meetings between WFP and Cooperating Partner counterparts to design and implement cash transfer processes in line with WFP’s broader guidance and standards for cash programming.
  6. Perform other related duties as required.

FUNCTIONAL CAPABILITIES

Programme Lifecycle & Food Assistance Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design Transfer Modalities (Food, Cash, Vouchers)

Demonstrates ability to implement, under guidance, food assistance programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.

Broad Knowledge of Specialized Areas Understands basic technical concepts and data and their relevance to food assistance programmes. Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high-quality emergency programmes. Strategic Policy Engagement w/Government Understands and applies basic principles of engagement with government counterparts at the national or local level.

STANDARD MINIMUM QUALIFICATIONS

Education: Secondary school education, University degree in Economic, Accounting, Business, Social Sciences, International Affairs, or other field relevant to international development assistance will be an asset.

Experience: 3 years or more relevant experience.

Has substantive experience in technical area (e.g. budgeting, accounting, finance, reporting etc.) Has provided input into programme design and implementation.

Has sound knowledge of budgeting, cash programming, and finance.

Language: Fluency in both oral and written communication in English and Turkish. Arabic language considered as an asset.

Nationality and Residency: The applicant should be either a Turkish national or have a valid Turkish residence at the time of application.

  • Net Pay Salary: The rate of actual salary after deduction of staff assessment (but excluding social security deduction) on an annual basis: TRY 149,271.00
  • Medical Insurance: Mandatory for staff member and can be extended to dependents in a cost sharing
  • Annual leave: 2.5 days a month
