BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
These posts are respectively based in WFP Beirut, Tripoli and Zahle Field Offices, Lebanon. At this level, job holders are expected to provide effective specialized support and technical analysis to Policy and Programme Activities that effectively meet food assistance needs.
ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):
Within the assigned unit and delegated authority, under the direct supervision of the Programme Policy Officers (Deputy Heads of Field Offices) and the overall supervision of the Heads of Field Office, incumbents will be responsible for the following key duties:
- Support the Coordination with other relevant functions at the Field Office (FO) and Country Office (CO) to ensure that WFP’s delivery setup matches the requirements and targets of WFP programmes and that WFP project activities are implemented smoothly and in line with WFP’s strategy and SOPs.
- Liaise and coordinate with relevant internal counterparts to support effective collaboration, implementation, reconciliation and monitoring of WFP project activities to meet the targets of the different programmes and inform decision making at FO level.
- Oversee the work of Cooperating Partners (CPs) related to the implementation of WFP programmes and provide technical support and guidance to CPs on ensuring, data management and documentation, through remote support and regular field visits.
- Ensure integrity of beneficiary data collected by CPs and perform quality data cleansing and other data related tasks as required (e.g., deduplication) throughout the lifespan of WFP programmes.
- Support the preparation and implementation of monthly distribution cycles for WFP’s programmes, through the preparation of distribution lists, support to distribution processes and distribution reconciliation.
- Closely liaise with other UN agencies (especially UNHCR and UNICEF) and relevant local partners to ensure smooth distribution processes in line with data protection principles.
- Manage the delivery, storage, handover to partners and reconciliation of CBT payment instruments at FO level in compliance with established SOP. Perform regular reconciliation with CPs of CBT payment instruments that are under the custody of the CPs to ensure proper segregation of duties for dual custody of payment instruments in line with established SOPs and agreements with CPs.
- Support the capacity building of WFP programme and CP staff on quality implementation of project activities, in particular regarding data management (processes and tools)
- Act as a point of contact in the FO for the technical resolution of queries and issues related to data to improve WFP programme implementation and address beneficiary complaints.
- Record programme data in a timely and accurate manner and ensure consistency of information presented to stakeholders.
- Provide relevant inputs for reports and analysis around the implementation of WFP programmes (incl. situation reports, mapping and data visualization and donor briefings and reports), contribute to advocacy efforts to various stakeholders and collect best practices and lessons learned from the field in relation to data.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of a crisis.
- Supervise and guide the unit’s business support assistant(s) in the effective and efficient accomplishment of their tasks and duties and promote a spirit of teamwork within the team.
- Perform other related duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Completion of secondary school education. A post-secondary certificate in the related functional area.
Experience:
At least (6) years of progressive responsible experience in development projects or emergency assistance and/or other relevant experience in the field of data and distribution management, preferably with the United Nations or Non-Governmental Organisations.
Technical Knowledge & Skills:
Sound knowledge of the project cycle and experience in humanitarian programmes.
- Demonstrated experience in working with database utilization including database development and maintenance (using MySQL, MS SQL Server Oracle, spreadsheets and other software packages).
- Strong analytical, problem solving and communication skills.
- Previous experience with the implementation of cash-based programmes as well as data visualization is an advantage.
Languages:
Fluency in both written and oral communication in English and Arabic.
