ORGANIZATIONAL CONTEXT

Malnutrition remains a serious threat to lasting human and economic development in Mozambique. Despite a significant increase in political will, capacity strengthening in food security and nutrition (FSN) overall, and targeted investments for improved nutrition over the last 10 years, it is still estimated that almost 11 % of GDP is lost annually due to malnutrition (Cost of Hunger Study, 2017). Adding to this, Mozambique is increasingly suffering under the triple burden of malnutrition with overweight, underweight, and micronutrient deficiencies co-existing in urban settings, while the former two prevail in rural settings. A closer look at the numbers reveals the scary reality – stunting was remained largely unchanged since 2011 with a prevalence of 38% amongst children under 5 (IOF 2019/20) – while anemia affects 54% of women (DHS 2011) and 64% of children (IMASIDA, 2015). In addition, almost every year, Mozambique has a high probability of cyclones, floods, and in some areas of the country droughts. This also has an important impact on vulnerable groups like children under five and pregnant and lactating women, contributing to increasing levels of acute malnutrition.

JOB PURPOSE

In direct support of Government priorities and fully aligned to WFP Country Strategic Plan 2022-2026, WFP Country Office (CO) is implementing nutrition specific and nutrition-sensitive programmes. WFP Mozambique has designed a Monitoring and Evaluation (M&E) system ensures that is able to meet its minimum monitoring requirements, through conducting periodic outcome, process and output monitoring activities. The M&E system includes the regularly data management and analysis to ensure the constant flow of correct and timely data. Data is used by WFP and partners to adapt and optimize the nutrition intervention. The routine data collection allows for results to be available in a timely manner, showing credibility of the work WFP does to stakeholders including Government and donors. The M&E Assistants are fundamental for the monthly coordination of data collection, analysis and provision of results at field office and country office level to ensure insertion of data in COMET (Country Office Tool for Managing (programme operations effectively) and the reconciliation processes across WFP platforms such as COMET/ LESS (Logistics Execution Support System) or COMET/ WINGS (WFP Information Network and Global System).

KEY ACCOUNTABILITIES (not all-inclusive)

RESPONSABILITIES: Under the direct supervision of the Head of Area Office (HoAO)/Head of Programmes (HoP), while liaison with Nutrition and HIV team and Monitoring and Evaluation team lead at the CO level for technical and operational guidance, the M&E Associate will be responsible for the M&E of nutrition specific and sensitive activities under the specific duty station. Specifically, he/she will be responsible for the following duties:

  • Accountable to prepare the regular distributions reports and other monitoring tools*, including consolidation, quality and quantity checks of operational data transmitted by the field monitors and/or the cooperating partners (CP) on the distributions of food and Non-Food Items planned and achieved:

    a. Revise and clarify the monthly breakdown sent by CO, the feasibility of the ratio: theoretical consumption of commodities/number of beneficiaries. b. Check in the paper version of health centre monthly reports*: (i) the continuity of beneficiaries and stocks, (ii) calculations of the stocks in regard to waybills / number of beneficiaries, (iii) and completion, accuracy and coherency of monthly report. c. Clarify to Nutrition M&E Team Lead at CO level (i) the potential reasons that data was not transmitted from district and health centre level for women, children, health unit assessment, distribution monitoring (DM) and post-distribution monitoring (PDM), (ii) how to correct and improve quality and quantity of data transmitted, (iii)where are the challenges at district level, which health centres are the priority. d. Compile, consolidate and reconcile (i) the paper health unit monthly report* to provincial level disaggregated by district, and (ii) analyze compiled districts within provincial monthly breakdown. (iii) In the event of discrepancy between beneficiaries numbers versus consumption in ODK collect breakdown*, justify the variance. (iv)If the number of beneficiaries appear incomplete or blank in the ODK monthly breakdown, submit a justified consolidated number of beneficiaries based on the health unit monthly reports paper version. e. Centralize and archive digitally and in paper, ALL monthly Moderate Acute Malnutrition (MAM) treatment reports for pregnant and lactating women (PLW) & Children (stamped and signed) at AO level. f. Ensure that accurate output data information is entered into COMET*, in coordination with COMET focal point/programme assistant in AO and/or M&E officer/Team Lead in nutrition CO while liaising regularly with COMET Administrator in CO to ensure data and reports are accurate. g. Participate in relevant monthly monitoring meetings as needed, providing updates and feedback for areas assigned.

  • Ensure accuracy, completeness and reconciliation between the data produce in paper version and ODK platform by field monitor and/or CP.

  • Oversee the implementation of the M&E system in the field, while also providing technical assistance and guidance to field monitors and cooperating partners on M&E tools, procedures, data collection, analysis and reporting:
  • Fix or ensure that devices (e.g., mobile phones, tablets) with technical problems are solved in a timely manner.
  • Check that devices have the right version of the questionnaires.
  • Ensure a follow up with the Field Monitor and/or CP at every instance there is a new version to upload.
  • Communicate by email beneficiaries DM/PDM sample details* to field monitors, always keeping CO in copy
  • Track and remind the number of monthly samples to be covered for children and women liaising with Nut M&E Team Lead at CO level and sourcing from the minimum monitoring requirements (MMR);
  • Monitor and provide updates of the data collected on a biweekly basis, analyze reports* to prevent any stockout of commodities in a timely and accurate manner.
  • Provide technical support on (i) field surveys design, implementation, data processing and reporting, and (ii) evaluation processes.
  • Execute regular planning and quality check of M&E activities within the National Nutrition Rehabilitation Programme (PRN), Nutrition sensitive GFA operations, HIV programme and Nutrition sensitive activities.
  • Participate in biweekly meetings on the nutrition interventions with Nutrition Programme Assistants (NPAs) in the field offices for trouble shooting and supporting from CO level.
  • Work in close collaboration and with internal counterparts and external partners to strengthen the quality and consistency of PRN/Nutrition sensitive GFA, HIV and Nutrition Sensitive M&E activities in the field.
  • Recommend improvements to programme interventions and to enhance WFPs ability to demonstrate outcome-focused results.
  • Support the M&E of HIV and nutrition-sensitive interventions at his/her area of coverage.
  • Perform other related duties as required. Perform any other business as required at FO level by Nutrition and HIV and M&E teams at CO level.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in nutrition or public health and/or additional training in a related area is an asset.

Experience: Minimum of 6 years of relevant work experience in a relevant field of work (nutrition/health and M&E), with a background and interest in international humanitarian development. Language: Oral and written fluency in Portuguese and English. Oral fluency in the local languages spoken in Cabo Delgado is an asset.
