ORGANIZATIONAL CONTEXT

The World Food Programme, the leading humanitarian organization fighting hunger worldwide and the 2020 Nobel Peace Prize Laureate reopened offices in Iran in 1987. Since then, the organization has played a crucial role in supporting Afghan and Iraqi asylum seekers residing in the country. Iran currently hosts one of the world’s largest and protracted urban refugee situations in the world.

WFP Iran country office supports 31,000 most vulnerable refugees residing in 20 settlements in 13 provinces in Iran through providing food assistance (in-kind and cash); school snacks to boys and girls at primary and junior high schools, incentive for girls education at primary and junior high schools and capacity strengthening activities to improve livelihoods and food security of the most vulnerable refugees in settlements.

Although WFP’s intervention in Iran is focused mainly on assisting refugees, the organization has the operational capacity to support the Government and people of Iran in an emergency response should the need be felt in case of a major natural disaster that would exacerbate the capacity of the Government to respond.

JOB PURPOSE

The purpose of this role is to support the development and implementation of monitoring, reporting and evaluation aligned to WFP corporate standards and to generate evidence on results of activities, in order to inform policy, strategy and programme design and implementation. This includes conducting different monitoring activities, analysing the data, drafting relevant reports, acting as focal point as well as supporting thematic reviews, decentralized evaluations, and assessments as required. The role may also support the formulation of monitoring strategies and contribute to policy development and various initiatives.

This role will report to the Head of Programme Unit

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide inputs to the development of monitoring, review and evaluation plans that will provide the most relevant and strategic information toward achieving expected results.
  2. Contribute to evidence-based decision-making on programme design and implementation, through making monitoring, review and evaluations findings accessible, and developing innovative, user-friendly and informative products.
  3. Support WFP management in addressing recommendations from audit, monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.
  4. Support line manager in ensuring that CO monitoring system/s and tools are incompliant with corporate standards including the minimum monitoring requirements/standard operational procedures at any given time.
  5. Collect monthly reports on food item distribution from all settlements, consolidate and enter in WFP corporate tools.
  6. Conduct field monitoring visits to monitor implementation of different activities and provide report accordingly. The frequency is based on the monitoring requirements.
  7. Conduct post distribution monitoring visits at household beneficiaries' level and collect their views on WFP assistance to conducting semi-structured interviews using enumerators on annual basis. Analyse the data using SPSS, develop report and enter data/follow up values at outcome level in WFP corporate tool.
  8. Conduct process monitoring visits to selected settlements at least once a year.
  9. Conduct remote monitoring through making phone calls to beneficiaries on monthly basis - 3 days per month - and develop report accordingly.
  10. Conduct any other monitoring visits for any new initiative as required.
  11. Ensuring that all data is synchronized with WFP's M&E database before the set deadline.
  12. Ad hoc M&E data collection requirements might be collected if and when needed.
  13. Represent WFP in related working groups with other partners.
  14. Any other related tasks as agreed with supervisor.

STANDARD MINIMUM QUALIFICATIONS
