How can you make a difference?

Under the supervision and guidance of the Monitoring and Evaluation Specialist (PME Specialist) the Programme Associate- Monitoring and Evaluation (M&E) supports the Country Office (CO) with planning, monitoring, reporting, and evaluation functions in order to help develop, monitor and report the country programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations. The Programme Associate- M&E works as required in close collaboration with all staff in CO, external partners and agency counterparts in support of programme design, delivery, monitoring and reporting. S/He provides procedural, administrative and operational support to the

CO PME function. The incumbent supports the PME Specialist in information/data collection, statistics and data analysis, monitoring & evaluation (M&E), consolidation of reports and in implementing relevant training programmes for national and sub-national stakeholders to facilitate planning, monitoring, reporting and evaluation of results.

Summary of key functions/accountabilities:

Planning function

  • Support data (qualitative and quantitative) collection, verification and analysis from various sources across the different CO sectoral interventions for reporting, documentation and presentation.
  • Support the preparation of documentation related to programme planning and monitoring of the Country Programme including drafting project documents, work plans, budgets, implementation proposal; to support the design and implementation of programme planning exercises.
  • Support the strengthening of planning capacity (including in data collection and analysis) of CO and partners through capacity development activities.

Monitoring function

  • Support the monitoring of the country programme deliverables and performance regularly through review of key performance indicators to inform decision making,ongoing programme development as well as for efficient management and accountability of results
  • Support the strengthening of monitoring systems and capacity of CO (including staff) and partners (including stakeholders) through capacity development activities by drafting training materials and participating in relevant exercises.
  • Support the consolidation of required reporting for CO in a timely and accurate manner.

Evaluation function

  • Support the monitoring of evaluation management response’s as planned and regularly update the database related to evaluation and research.
  • Support the dissemination of key findings from evaluation, research, studies, and surveys for policy related advocacy.

Cross sectorial function

  • Support implementation of innovation across all programming areas including real-time monitoring and reporting in close coordination with relevant staff members and partners.
  • Support the strengthening of monitoring, reporting and assessment related to Prevention of Sexual Exploitation and Abuse (PSEA) including undertaking of partner assessments and regular database update..
  • Support the programme related assurance and monitoring including spot check and programme visit reporting / monitoring of recommendation.
  • Support other emerging areas identified by the supervisor.

To qualify as an advocate for every child you will have…

  • Completion of secondary education is required, preferably supplemented by technical or university courses (in Social Sciences, Economic Sciences, Engineering, or other relevant technical field to the description of the assignment).
  • A minimum of 6 years of progressive work experience in programme support related roles encompassing planning, monitoring and reporting functions is essential.
  • Prior experience in planning, monitoring and reporting functions is essential.
  • Ability to be flexible and hard-working, both independently and in a team environment, in a high pressure on-call environment with changing priorities is essential.
  • Strong organizational, planning and prioritizing skills and abilities as well as attention to detail and strong analytical skills is essential.
  • Knowledge of computer systems and applications e.g. MS Office (Word, Excel, PowerPoint) with the ability to analyze data using spreadsheet and database packages and handling web-based management systems to inform decision making is essential.
  • Previous experience effectively working with government and partner organizations in The Gambia is an asset.
  • Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
