STANDARD MINIMUM QUALIFICATIONS

Education:

  • A Bachelor Degree or equivalent in Social science, Supply chain, Economics, Nutrition, Agriculture, Management, Monitoring and Evaluation of Projects/ Programs or other closely related fields .

Experience:

  • At least six (6) or more years of progressively responsible support work experience in Monitoring and Evaluation, Programme Management, Data Management or Performance Management or other related field.
  • Experience collecting data on program outputs and outcomes, conducting quantitative and qualitative analyses, and reporting findings to the management team, partners, and other stakeholders.
  • Demonstrate proficiency in the use of statistical tools and methods including design, data collection and analysis.
  • Experience in coordination and the ability to work effectively with a range of stakeholders, including partners and governments.
  • Ability to analyze diverse information and develop recommendations .

Skills:

  • Strong communications skills (both written and verbal) at a level appropriate for representation.
  • Skills in data management would be desirable
  • Ability to engage effectively at field level with a wide range of actors including those in the international humanitarian community and governments.
  • Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner.
  • Maturity, initiative, courtesy, tact, and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
  • Have good computer skills (MS Office, Internet and other database software such as STATA, SPSS, R SQL Server, Access, Excel, etc.).
  • Good knowledge of Tableau software for creating visuals and dashboards.

Languages:

  • Fluency in both oral and written French and intermediate knowledge (level B) in English.

ORGANIZATIONAL CONTEXT

WFP’s strategy in Benin for the period of 2019–2023 is aligned with the 2030 Agenda for Sustainable Development, the Government’s national development plan for 2018–2025 and the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Benin for 2019–2023. It’s based on the 2018 zero hunger strategic review recommendations, evaluations and lessons learned from previous programmes.

WFP use an integrated approach, institutional capacity strengthening and partnerships to support the Government in addressing food insecurity at the household, community and individual levels, focusing on four axes:

  • school feeding under an integrated nutrition-sensitive, multisectoral approach (with linkages to social protection, education, health, agriculture, hygiene and sanitation);
  • nutrition assistance, with an emphasis on the prevention of malnutrition, including micronutrient deficiencies among children and pregnant and lactating women and girls;
  • institutional capacity strengthening, with home-grown school feeding as an entry point for promoting local food production, particularly in support of smallholder farmers, especially women;
  • assistance to populations affected by crises in Benin during and after crises.

WFP works with government, other UN agencies, NGOs, private sector companies and others to mobilize resources, find innovative solutions and reach vulnerable communities in Benin.

JOB PURPOSE

This job is found in Benin Country Office (Cotonou) and the job holders report to the Monitoring & Evaluation Officer or to the designate.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide technical assistance and support in the development of M&E plans, logical frameworks, monitoring and evaluation of SPP and other WFP project/program activities according to the procedures in the area to ensure that they are well aligned with broader program policies and guidelines

2.Within the area of responsibility, develop reports and data analysis (e.g., on food assistance needs, resource utilization, program status, or performance) and highlight trends or issues, ensuring that the documents produced meet WFP standards and quality control

3. Verify or ensure accurate and timely recording of data relevant to the technical area (e.g., assistance programs and food security and vulnerability assessments) and ensure consistency of information presented to stakeholders.

4. Ensure the collection and collation of data on assistance programs according to indicators, working with cooperating partners as necessary, and conduct analysis and reporting to facilitate program review and informed decision-making.

5. Liaise with cooperating partners and program colleagues to obtain feedback and observations that can be used to facilitate program review and improve services.

6. Provide assistance on the coordination of data collection and monitoring systems, ensuring that high quality standards are maintained.

7.Synthesize diverse data sources to understand broader trends, issues and challenges.

8. Support the updating of MODA, COMET or any other tool to be used by the country office in collaboration with all Program Assistants.

9. Ensure reconciliations between COMET and LESS and MODA.

10. Ensure the production of monthly reports including baseline studies and Post Distribution Monitoring (PDM).

11.Train cooperating partners on operational practices and WFP monitoring tools and methods.

12.Suggest improvements to field monitoring processes and procedures to achieve efficient implementation of assistance programs.

13.Ensure the preparation of periodic reports on SPP and other program monitoring activities.

14. Supervise or review the work of other support staff and provide practical advice and guidance to help achieve objectives within agreed standards and time frames.

15. Perform other related duties as required.
