JOB PURPOSE

The incumbent will be responsible for the planning, monitoring, reporting, implementation, capacity building and coordination within WFP operations in AJK and Gilgit Baltistan. The job holder will also be responsible for partnerships, COMET, communication and reports as well as feedback mechanism and will be reporting to the Head of Field Office or the designate.

KEY ACCOUNTABILITIES (not all-inclusive)

1. To lead the function of monitoring and evaluation as well as provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs. The Senior Programme Associate (M&E) will report to the Head of Field Office AJK & GB and be responsible for the following duties; 2. Prepare monthly monitoring plan, assign monitoring tasks and ensure to analyse data collected on specific indicators for all WFP operations. 3. Verify the planned movements and distribution of food and non food items, resolving routine issues and escalating where appropriate, to ensure that the quantity distributed and the quality of the operation are in line with WFP standards. 4. Conduct oversight monitoring, suggest and improve field monitoring processes and procedures for efficient implementation of the assistance programmes of all WFP operations in AJK and GB. 5. Provide inputs for monitoring framework and summarize assistance and prepare reports in collaborating with cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making. 6. Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme review and improve services. Ensure issues log maintained and actions taken in timely manner. 7. Support HOFO in operational planning, review achievements against planned and highlight constraints. 8. Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities. 9. Lead and ensure accurate, timely recording of data within the specific technical area of work and consistency of information presented to stakeholders. 10. Act as a focal point for all information management, ACR and reports within the area of responsibility. 11. Manage a team of field staff, assign tasks, provide advice, guidance and training, to ensure individual and tam objectives area delivered to agreed standards and deadlines. 12. Process CP invoices on monthly basis and ensure payment release as per approved budget. 13. Ensure the complaint registration mechanism in placed at all WFP programme sites and communicated to each beneficiary. 14. Provide standard trainings for CPs on WFP operational practices, monitoring tools and methods in order to support them to independently self monitor and contribute to the visibility of WFP in the coverage areas.

OTHER SPECIFIC JOB REQUIREMENTS

15. Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines. 16. Provide efficient coordination and specialized project management support to a range of specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures. 17. Prepare a variety of elaborated reports and substantial data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control. 18. Follow standard emergency preparedness practices to ensure WFP in able to quickly respond and deploy needed resources to affected areas at the onset of the crisis. 19. Ensure effective communication flow and efficient operations on commodity pipeline, distribution arrangements, food entitlements other relevant issues. 20. Ensure branding and visibility as per corporate requirements, provide social media posts and maintain updated WFP factsheet. 21. Foster relationships and support partnership building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.

STANDARD MINIMUM QUALIFICATIONS & EXPERIENCE

Education: Completion of secondary school education. First level university degree in Statistics, Social Sciences, Public Health, Economics, Computer Sciences or other field related to monitoring & evaluation or humanitarian/development programmes is desirable.

Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

Experience: Minimum six (6) years of experience in the field of monitoring and evaluation is desired.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Knowledge & Skills: Has participated in implementing WFP programmes (i.e. nutrition, FFA, GFD etc.) Has implemented programmes with an increased level of responsibility. Has provided inputs to policy discussions.
