• Fluency in both oral and written communication in English and Urdu and understanding of local languages (Pashto and Balochi) will be an asset.

ORGANIZATIONAL CONTEXT

This job is based in WFP Field Office Quetta and the job holder will report to Head of Field Office under the overall supervision of the technical M&E and VAM units at Islamabad. The job holder will be working as a team member in the Field Office to assist in all matters related to monitoring of drought response interventions through various interventions. The job holder is expected to have technical knowledge of livelihood recovery, food and cash based transfers along with programme planning, development, implementation and monitoring. This post will ensure adequate, appropriate and timely monitoring of programmes, for accountability and learning purposes.

JOB PURPOSE

To coordinate and control a full range of monitoring processes and support services, to ensure that monitoring is being conducted effectively and efficiently

KEY ACCOUNTABILITIES (not all-inclusive)

• Provide necessary support to Field office for monitoring systems, tools and methods:
• Perform regular data quality checks, follow up on deadlines, and escalate issues as required;
• Support Field office with the design of data entry masks for M&E data collection;
• Support monitoring data analysis:
• Support Field office with statistical data analysis of proposed surveys and assessments in intervention areas.
• Extract, analyze and summarize programme monitoring data
• Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained
• Participate in the creation Field and Country Office dashboards with monitoring data;
• Review quality of monitoring data used for Field office and corporate reports.
• Enable effective communication flow around monitoring with in Field and country office M&E staff and other M&E colleagues based in field.
• Liaise with CO M&E and VAM unit.
• Support preparation and management of (cross-functional) workshops with monitoring component;
• Process and review of Monthly Distribution reports and invoices of Cooperating partners in consultation with relevant activity managers
• Conduct support missions to intervention areas to ensure that monitoring is efficiently carried out as per standard guidelines.
• Conduct regular field visits to support field activities and follow up of issues in field and report back for information and action.
• Manage systems for beneficiaries’ registration, tracking and distribution planning and monitoring.
• Assists in analyzing overall performance on monthly, quarterly and yearly basis;
• Reports on the effectiveness of WFP activities, constraints and present recommendations for improvement;
• Prepares monthly Programme Implementation and monitoring update to be shared with management at WFP Field office and Country office;
• Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
• Carry out performance assessment of all implementing partners on periodic basis
• As a focal point for VAM unit in Field office, participate in baseline, midterm and end line and other related assessment
• Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of higher secondary school education. A University Degree in Monitoring, Statistics, Economics, Development Studies, Business Administration, Social Sciences or other relevant disciplines is preferred.

Experience:

• At least six years’ practical work experience in the programme monitoring preferably in the areas of Livelihoods and of in-kind or cash-based transfers, Nutrition, DRR.
• Experience in developing monitoring plans, generate quality reports in a presentable form.
• Strong analytical skills to analyze information (statistical analysis, report writing and presentations).
• Basic understanding and knowledge of data compilation and analysis.
• Experience in technically design, supervise and monitor livelihood, Nutrition and other activities particularly in the context of emergency response/early recovery.

Language: Fluency in both oral and written communication in the English and Urdu and understanding of local languages (Pashto and Balochi) will be an asset.
