ORGANIZATIONAL CONTEXT

WFP supports over 1.4 million people in Cox's Bazar, Bangladesh including over 860,000 Rohingya refugees and host community Bangladeshi under the L2 emergency operation. WFP provides food and nutrition assistance to the entire refugee population in the world’s largest refugee camp as well as school meals, nutrition service, and livelihood support to host communities in Cox’s Bazar.

The Bangladesh Country Strategic Plan (CSP) 2017-2020 approved by the WFP Executive Board in its first session of 2017 became effective on 1 April 2017. It aims to contribute to four Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development).

Under the Strategic Objective no. 2, WFP Cox’s Bazar operation has food, nutrition and livelihoods assistance. “Enhancing Food Security and Nutrition/EFSN” seeks to address the underlying drivers of food insecurity and undernutrition by helping some of the most vulnerable inhabitants in host communities to transform their lives. Enhancing Food security and Nutrition is multi-years long project Ukhiya, Teknaf, Moheskhali, Pekua and Kutubdia targeting 45,000 households. EFSN sets up women’s groups, provides them with life skills and technical skills, market linkage etc. cash grants for income generating activities etc.

JOB PURPOSE

The WFP livelihoods team is recruiting a Programme Associate to lead on documentation, and knowledge management of programme activities. The main responsibility of this individual is to accurately capture results on the ground, and package these results in a way that can be shared with a variety of stakeholders. This improves programme quality, improves coordination, and communication of achievements.

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting to the Head of Livelihoods/Deputy Head of Livelihoods – The Programme Associate-Knowledge and Information Management (PA-KIM) will play a central role in beneficiary database management (including quality checking). The PA- KIM will also responsible for performing the following:

  • Ensure the timely collection, compilation, cleaning, analysis, and archiving of cooperating partner data. Based on these reports, produce creative and user-friendly mechanisms such as visuals, graphs, maps to be shared with external stakeholders.
  • Led on developing reporting tools for Cooperating Partners.
  • Support cooperating partners in navigating reporting tools required by WFP and the Food Security Sector.
  • Monitor Beneficiary databases to ensure compliance to targeting guidelines, and accuracy in terms of beneficiary count. heck all beneficiary lists, and distribution lists provided by the cooperating partner and sign off accuracy.
  • Map programme activities according to unit needs and present information in excel, and infographic format.
  • Systematically consolidate and document key programme achievements, progress, and situation analysis. This include following up with the cooperating partners and the WFP comms team on developing strong case studies and documentation materials.
  • Liaise with WFP’s cooperating partners to identify best practices, and improve practices based on lessons learnt. Compile programme successes for fundraising purposes.
  • Support with collating data for donor reporting and quality checking accuracy of data and presenting achievements in a digestible format.
  • Ensure timely preparation, production, and dissemination of the project’s communications materials, including leaflets, newsletters, handouts, SOPs and guidelines, PowerPoint presentations, etc.
  • Prepare brief note for donor mission, facilitate visits and briefings of donors, government delegations and other missions, working group, etc.
  • Maintain liaison with various coordination mechanisms like food security sector, livelihoods/cash working group etc.
  • Provide capacity building trainings to relevant WFP staff and cooperating partners on database management, infographic development, and logframe development and reporting requirements.
  • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  • Work with Communication team to improve WFP’s visibility in the field and among donors.
  • Any other tasks as assigned by the Unit Head or Deputy Head of the Unit.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Minimum Graduation or equivalent degree in a relevant field or discipline such as Social Science, Mass Communications, English, Statistics, Economics, Data Analysis,Management Information System, International Relations, Development Studies, or any other relevant area.

EXPERIENCE: A minimum of five years of progressive responsible experiences in the Information Management or Data Analytics fields or any other relevant field. Work experience with UN agencies is an asset.

  • Familiarity with livelihoods support, including cash transfer and women’s empowerment activities for the poorest.
  • Has experience in organizing women’s groups, conducting training, research, data analysis, monitoring, supervision and coordination skills in UN or any international organizations.
  • Familiarity with the special context of Cox’s Bazar.

KNOWLEDGE & SKILLS:

  • Familiarity with Agenda 2030 and respective targets – particularly SDG1, SDG2 and SDG17 - and how the work of WFP can contribute to achieving them.
  • Familiarity with WFP’s mandate, Country Strategic Planning process, intervention modalities, programme and project lifecycle tools, implementation, monitoring, and evaluation desirable.
  • Strong knowledge of key national and regional contexts and issues.
  • Quantitative and qualitative analytical skills.
  • Ability to produce high-quality written outputs in the working language.
  • Understanding of basic principles of stakeholder engagement with government and other counterparts at the national or local level.

LANGUAGE: Excellent written and oral/communications skills in both English and Bangla.
