Programmatic Context: Programmatic Context: The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. In The Gambia, WFP has been supporting the government in schools feeding since 1970. In 2021, WFP in collaboration with the government with funding from the African Development Bank (ADB), embarked on a five-year food security project called Gambia, Agriculture Food Security Project (GAFSP). This project intends to improve Food Security through Crop Production Intensification and School Feeding Programme. The main aim of the project was to increase household food security and income of participating farmers and enhance nutritional status of targeted school children. School Feeding is the largest social safety-net in The Gambia. Continuation on building on WFP’s experience of more than 40 years in the Gambia, school feeding provides support for the establishment of a sustainable, nationally owned home-grown school feeding (HGSF) programme, where food supplied to the schools is being sourced from local smallholder farmers. This was done by reinforcing capacities at the central, regional and community levels for home grown school feeding implementation and management. It is jointly implemented with The Government building capacity for school feeding in the targeted regions, to improve enrolment and retention in early childhood development centers and the basic education cycle. The current programme provides the following strategic shifts; (i) alignment of country portfolio to the National Social Protection Policy; (ii) increased focus on capacity strengthening and national ownership of the SMP, assisting the government to improve modalities and absorb part of the caseload, while providing management and monitoring support; (iii) an integrated resilience intervention, converging nutrition, support to smallholder farmers and resilience building activities to enhance community assets, while providing conditional transfers to those at risk during the lean season; and (iv) field level implementation to technical capacity support to national government in early warning systems and preparedness. WFP is currently seeking a qualified candidate to take up functions of the Programme Associate (Integrated Resilience) position at Basse Field office.

Job Purpose:

To coordinate and perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

Under the direct supervision of head of field office, the Programme Associate (Integrated Resilience) will be responsible for the following duties:

  1. Provide support to communities and partners in livelihood, Asset creation, disaster risk reduction and resilience building activities in the field.
  2. Provide capacity strengthening to facilitate the alignment of WFP and national policies through an integrated approach to food and nutrition security.
  3. Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery food assistance.
  4. Follow standard emergency preparedness practices to ensure WFP quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  5. Coordinate and monitor the implementation of WFP Disaster Risk Reduction/food for asset creation (DRR/FFA) and resilience programme in the field.
  6. Ensure that WFP is implementing an integrated resilience package at the field level.
  7. Perform accurate, timely recording of data within the programme implementation following corporate standard and guidelines.
  8. Provide technical advice, where applicable with a focus on integration of activities where applicable/appropriate in Food for Assets, School feeding, Nutrition, and other WFP programme activities.
  9. Coordinate the activities of a team of staff working in the area, to ensure individual and team objectives are met in compliance with all relevant regulations, polices, and procedures and performance plan.
  10. Produce weekly report of activities performed and review achievements, constraints and provide feedback to your line supervisor.

Perform other related duties as assigned from time to time.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has participated in implementing technical programs (i.e., Nutrition).
  • Has implemented programmes with increased level of responsibility.
  • Has provided input to policy discussions.

  • Good working knowledge of Microsoft software applications particularly MS-Office (Word, Excel, Power points, graphic and Access)

WORK EXPERIENCE: Minimum of six (6) years of work experience.

KNOWLEDGE AND SKILLS: Demonstrates a broad knowledge in Disaster Risk Reduction (DRR), food security and resilience building.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Completion of secondary school education. A post-secondary certificate in the

related functional area is desirable.

Critical Success factors: Courtesy, tact, and the ability to work effectively with people of different national and cultural backgrounds.

Language: Fluency in both oral and written English.
