In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

Under the supervision and guidance of the HACT Programme Specialist, the programme associate supports the respective section (s) by carrying out a range of programme support functions to help develop, implement and monitor their country programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

The Programme Associate (HACT) works in close collaboration with a range of staff in the Country Office, external partners and agency counterparts in support of programme design and delivery. S/He provides regular feedback on the status of projects through monitoring milestones and advises on improvements to keep activities on track.

Summary of key functions/accountabilities :

I – Act as GPRC/PRC Secretariat, providing range of administrative support to Yemen CO GPRC/PRC Partnerships in line with Partnership SOP, HACT guideline and CSO Procedure

  • Receive all GPRC and PRC requests from all Field Offices and Sections
  • Perform quality check, accuracy and completeness of submissions (LoCs, PDs/HPDs/SSFAs, AIP, Requests) to ensure compliance with YCO SOP and Local SOP for GPRC/PRC; Ensure documentation files pertaining to the submissions and meetings are complete; certify completeness of the G-PRC Submission Form; ensure all required documentation is attached
  • Manage, coordinate and update schedule and outlook calendar for GPRC/PCR meetings; inform GRPC/PRC members who are in the roster of the meetings in a timely manner and distribute relevant GPRC/PRC documentation to G-PRC members for their timely review
  • Take minutes and document G-PRC Review and Recommendation on the G-PRC Submission Form, and any other exchanges pertaining to the GPR/PRC meetings
  • Provide administrative guidance for Program staff on GPRC/PRC processes
  • Ensure all documentation for government projects i.e LOCs, PDs/HPDs/SSFAs have reference numbers
  • Submit final GPR/PRC documents to G-PRC members, Deputy Representative, Representative for signatures
  • Follow up with the sections and FOs to update partnership information in eTools
  • Manage communications between UNICEF and implementing partners on GPR/PRC related issues.
  • Organize all logistics related to GPRC trainings/orientations

II – Provide administrative support for the implementation of HACT within Yemen CO

  • Based on HACT Assurance plan organize and prepare supporting documentations for spot checks, audits and micro assessments i.e Liquidation FACE forms and other related documents. Share these documents with outsourced audit firms and ensure uploads in eTools.
  • Send all required contracting documents for HACT assurance activities to supply unit for outsourcing
  • Raise Purchase Requests (PR) & Purchase Orders (PO) for All HACT contracts in VISION
  • Prepare exchange of letters on schedule dates for micro assessments, spot checks and audits including scheduling, introduction, facilitation and report dissemination letters to IPs and take appropriate follow-up action.
  • Prepare HACT background information for use in discussions with governments and other organizations. Participate in the briefing and debriefing of project personnel
  • Raise Funds Commitments (FC) for the HACT assurance activity invoices in VISION
  • Organize all logistics related to HACT trainings/orientations
  • Manage weekly section minutes for HACT unit

III – Provide support to development of Partnership Analytical Products for HACT unit

  • Contribute to the preparation of monthly Partnership analytical products
  • Collect information from sections when it is needed, including partner progress reports, assurance activity reports, registration and documentation to support Enhanced risk assessments (ERA).

IV– Database of contact lists for Yemen CO implementation partners

  • Maintain and update contact lists for YCO IPs
  • Draft and prepare correspondence for Partnerships and HACT assurance activities (Spot check, Audit and Micro assessment) to partners (CSOs and Government), ensuring filing of those correspondences for follows-up with other sections as well as Implementing partners

V – Partnership database for central repository of hard and electronic GPRC/PRC copies

  • Keep and maintain proper records for all signed documents and other related documents (hard and electronic copies) for GPRC/PRC
  • Ensure timely filing of electronic versions of GPRC/PRC documents on a shared drive that is accessible to all staff involved with Programme management

    VI –e-Tools implementation

  • Create all eTools engagements related to HACT Assurance activities

  • Lead the process of uploading and maintain all relevant documentation on e-Tools in collaboration with all PAs

To qualify as an advocate for every child you will have…

a) Education: Completion of Secondary School is required. Diploma or certificate in accounting or Economics, is preferred/ an asset.

b) Experience:

  • A minimum of six years of administrative work experience is required.
  • Prior experience in programme support functions is an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.

c) Language Requirements: Fluency in English is required. Knowledge of local language of the duty station is considered as an asset.
