PURPOSE OF THE POST

Under the supervision and guidance of the NOA Early Childhood Development Officer, provide technical assistance in coordinating the project "Strengthening the early identification and care system for children under 3 years of age with developmental delay or disability". Monitoring its pilot implementation in Loreto and Northern Lima, articulating the interventions with the health, education, and social development sectors.

The GS6 Programme Associate, focused on Children Development and Disability, will work collaboratively with the country office's education, policy, and monitoring programme areas, counterparts in the health, education, and social development sectors, and external partners in support of project design and implementation. Provides regular feedback on project status by tracking milestones and advises on improvements to keep activities on track.

KEY FUNCTIONS AND RESPONSIBILITIES

  1. Provide technical assistance in the coordination and monitoring of the implementation of the 2023 work plan of the project "Identification and early attention to developmental risk and disability in children under three years of age".
  2. Organize data and information and prepares and maintain records for monitoring project indicators in Northern Lima and Loreto.
  3. Support in the coordination of the Expert Committee of the project, preparation, and follow-up of work minutes and agreements.
  4. Support the preparation of technical meetings, training plans with counterparts and implementing NGO partners, and visits of international experts to evaluate the project's progress.
  5. Conduct monitoring visits of project implementation in Loreto and Northern Lima.
  6. Contribute to the monitoring area in the operational research of the project through follow-up and coordination with UNICEF territorial teams, implementing partners, and academic partners.
  7. Perform the technical review of documents generated by UNICEF on early childhood development and disability.
  8. Contribute to preparing technical documents related to universal early childhood development and specialized early childhood disability programs.
  9. Prepare reports related to the progress of the lines established as part of the Peru-UNICEF Cooperation Program 2022-2026, with early childhood development and disability.
  10. Develop terms of reference, agreements, and other documents required to implement the actions established in the 2023 work plan related to early childhood development and disability.
  11. Carry out the technical review and the corresponding procedures for the edition, publication, and dissemination of documents and materials generated by UNICEF on early childhood development and disability.
  12. Contribute to preparing the End of Year Report, specifically in output 1.1 of the RAM, and gather input from the sections to prepare the narrative summary.
  13. Collaborate with inputs to prepare fundraising proposals on early childhood development and disability.

QUALIFICATIONS

To qualify as an advocate for every child you will have:

EDUCATION

Completion of secondary education is required, preferably complemented with technical or university studies in health and neurodevelopmental sciences.

EXPERIENCE

A minimum of 6 years of experience in early childhood development and early childhood disability is required.

Previous relevant work experience in the UN System or experience in human and children rights is an asset.

Experience working with minority groups or with people with disability communities is an asset.

LANGUAGE

Spanish is mandatory and fluency in English is required.
