JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Emergency Coordinator and Head of Area Office, the incumbent will perform the following duties:-

  • Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  • Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  • Coordinate and communicate with local partners, agencies, NGOs to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  • Support the capacity building of WFP staff, cooperating partners within the specific technical area.
  • Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
  • Support and guide to Promote gender equality and women’s empowerment (GEWE) as a cross-cutting commitment that informs the Country Strategic Plan in collaboration with CPs through programme implementation at field level.

  • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  • Updated programme activity database and tracking sheet, monthly M&E data, COMET data entry, CFM, the LESS and request approval for new inclusion and exclusion of beneficiaries as required.
  • Provide support and guidance to CPs for the preparation of proposal and to ensure that CP submitted proposal through UNPP within given timeframe. Facilitate with CP to revise proposal and budget as per PRC comments if needed.
  • Provide specialized on the job training to WFP’s staff members related to FLA management, to ensure all staff member are aware and understand on Planning, implementation, morning and reporting, payment claim, and other M&E related activities within the specific technical area.
  • Review and provide regular projects information for ongoing Planning, implementation, achievement and challenges to HOA and team members.
  • Work closely with Activity Managers, CO Supply Chain team, Budget and Programming team, Field Support and other Functional Units, filed staffs and CPs to oversee FLA status, the pipeline break, transport challenges and prepare call forward to WFP country office in time.
  • To provide and update regular monthly distribution plan, monthly executive brief, Monthly distribution data and other project information to HOA and CO as required.
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience: Six or more years which related to Humanitarian Response and emergency preparedness, food security or other related field.

Language: Fluency in both oral and written communication in English and Myanmar and local dialect at the duty station will be an added advantage.
