Contract

This is a G-6 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 6 years of experience, depending on education.

Humanitarian Action, Resilience and Peace Building (HARP) Section of UNICEF’s East and Southern Africa Office (ESARO) seeks to strengthen country capacity for timely, effective and reliable programming in humanitarian action, peacebuilding and resilience. HARP's work bridges the divide between Humanitarian Action and Development by strengthening preparedness to multiple environmental hazards and conflict related risks to minimize the impacts these have on children.

HARP works closely with other programme and operations sections to ultimately ensure that lives are saved, and the rights of children and women are protected as defined in the Core Commitments for Children in Humanitarian Action (CCCs) which is aligned with internationally accepted standards. HARP recognizes the importance of working with all sections to address underlying causes of vulnerability to disasters, fragility and conflict through support in response to humanitarian crises and through regular programming.

The work of HARP builds on systems that support humanitarian action with the overall aim to achieve faster scaling up of responses in major emergencies including early identification of priorities and strategies, rapid deployment of qualified staff and clear accountabilities for the response. Recognizing the importance of the lifesaving role that early action plays, HARP works with COs and other Inter Agency partners to further strengthen Government and agency dedicated capacities for disaster management identifying and measuring specific and measurable performance targets both for humanitarian preparedness and response.

Under the supervision and guidance of the Regional Adviser Emergency, the Programme Associate supports the Section by carrying out a range of programme support functions to help develop, implement and monitor their country programme, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

The Programme Associate works in close collaboration with a range of staff in the RO, external partners and agency counterparts in support of programme design and delivery. S/He provides regular feedback on the status of projects through monitoring milestones and advises on improvements to keep activities on track.

How can you make a difference?

  • Provide primary support to L3 HoA countries on programme matters.
  • Provides administrative support for management of programme and operational logistics, coordinating team meetings, external appointments and workshops, and preparing related minutes, managing official travel for the team and self.
  • Acts as the custodian for processes, procedures and workflow and ensures office adherence.
  • Support and participates in mid-year and annual sector review meetings with partners and within the office.
  • Supporting the programme section in researching, compiling and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of reports, working papers and presentations.
  • Supports progress monitoring in implementation of work plan and budgets - produces status updates on programmatic and financial management progress; prepares and shares with teams’ monthly reports of programme and/or operational and performance issues including problems as they arise.
  • Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs) and making amendments and alterations as per section revisions when necessary.
  • Carrying out transactions in VISION pertaining to grants and programme-related items for his/her section including but not limited to registering grant allotments and tracking expiring programme grants.
  • Preparing monitoring and reporting information for supervisor and team on agreed performance indicators to drive more efficient management and accountability for results.
  • Regularly monitoring budgets and financial expenditures of section by employing applicable tools, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and/or follow up.
  • Supports capacity development activities related to programme development by preparing training materials and participating in exercises.
