Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Georgia Country Office has growing portfolio in Governance and Participation in Political Life (G&PPL), thematic area of work that entails programming to mainstream gender into governance systems by introducing gender to legal and policymaking processes, public finance management and public sector human resources management at national as well as local levels. The work further aims at strengthening women’s agency, voice, and participation in political and decision-making processes more broadly.

In order to ensure successful implementation of the G&PPL programme UN Women plans to hire a Programme Associate, who will work under direct supervision of the UN Women G&PPL Programme Analyst, overall guidance of the UN Women Deputy Country Representative and UN Women Operations Manager.

Duties and Responsibilities

Under the overall supervision of the G&PPL Programme Analyst, the G&PPL Programme Associate will carry out the following functions:

  • Provide advanced administrative support and inputs in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Provide technical guidance to the G&PPL team and responsible parties on routine delivery and reporting of programme supported activities and finances;
  • Coordinate the collection of information for the audit of programmes/ projects and support implementation of audit recommendations;
  • Provide advanced administrative support to the financial management of the G&PPL portfolio;
  • Prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Monitor budget preparation and the finances of programmes/projects; support preparation of periodic reports; finalize FACE forms;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Maintain internal expenditures control system; post transactions in Atlas;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas;
  • Oversee all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions; ·
  • Oversee travel arrangements for the Programme Team, including travel requisitions and claims;
  • Prepare public information materials and briefing packets;
  • Liaise with high level officials on administrative issues;
  • Prepare and assemble briefing materials and prepare power-point and other presentations; contribute inputs to the materials;
  • Provide administrative support to Resource Mobilization;
  • Provide guidance and training to G&PPL Programme assistants;
  • Support synthesis of lessons learnt and best practices related to programme management and finance; ·
  • Provide administrative support to the UN Women G&PPL team in the implementation of programmatic activities;
  • Assist the UN Women G&PPL Programme Analyst in the preparation of reports, project documentation and submissions;
  • Assist the UN Women G&PPL Programme Analyst in monitoring of programmatic activities under different projects by reviewing project documentation and a variety of records, progress reports, budgets, and financial expenditures;
  • Provide guidance and capacity development support to responsible parties, as needed, to ensure compliance with UN Women’s relevant administrative and operational procedure;
  • Provide support to consultants, as needed including liaising with relevant programme partners, accessing information and other support as relevant;
  • Provide support to the UN Women CO, as relevant in recruitment, partner selection and approval, evaluations and other procedures as relevant;
  • Support synthesis of lessons learnt and best practices related to programme management and finance;
  • Coordinate the organization of training for the office staff and partners on programme and operations related issues;
  • Ensure the maintenance of a filing system, reports or other documentation on the project; document project activities and reports, as necessary;
  • Assist the UN Women G&PPL Programme Analyst in coordination of the exchange of information among the partners / responsible parties under different projects;
  • Prepare and disseminate invitations, agendas, various information, and materials, as necessary;
  • Draft correspondence of a routine nature, responses to inquiries ensuring correctness in terms of format, grammar, and spelling;
  • Ensure safe-keeping and maintenance of UN Women’s equipment and stocks assigned to the G&PPL portfolio;
  • Act as an interpreter/translator on matters relating to the activities falling under the G&PPL portfolio from English, Russian and into Georgian language and vice versa when required;
  • Assist the Country Office in Operational Closure of projects;
  • Undertake any other programme assistance tasks as assigned, aimed at supporting UN Women programming;
  • Perform other relevant duties as required.

Required Skills and Experience

Education:

  • Bachelor’s degree finance, administration, or related field with 3 years of relevant experience of High school education with 6 years of relevant experience.

Experience:

  • At least 3 years (bachelor’s degree) and 6 years (high school education) of work experience in the area of finance, general administration, procurement, Logistics and etc.;
  • At least five years of work experience in project support and implementation
  • Work experience in the field of gender equality and women’s empowerment will be considered an asset.
  • Experience in providing project support and/or coordination of activities with NGOs, UN agencies and/or EU institutions, or other donor or international organizations is required;
  • Strong experience in preparation of budgets, work-plans and implementation plans is required;
  • Strong experience in undertaking internet search using search engines, contributing to report writing and undertaking desk research.
  • Knowledge of UN Women/UNDP procurement and financial rules and regulation is an additional advantage;
  • Experience in preparation of presentations, meetings and administrative documentation for projects;
  • Knowledge of project management tools and utilization of these regularly in work and assignments.
  • Experience with Microsoft Office applications, high proficiency in the use of MS Word, Excel and PowerPoint;
  • Experience in handling of web-based management systems is an added advantage.

Language:

  • Fluency in English and Georgian languages, fluency in Russian will be considered an asset.
