JOB PURPOSE

The World Food Programme (WFP) is actively seeking a highly skilled candidate for the role of Programme Associate (GIS & VAM).

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.

2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.

3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.

4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work and consistency of information presented to stakeholders.

5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.

7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.

8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.

9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.

10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS

Geographic Information Systems (GIS) and geospatial analysis

  • Produce high-quality maps of contextual information (e.g., food security, nutrition, poverty, climate, disasters, migration, etc.) and programme implementation in accordance with corporate mapping protocols;
  • Contribute to updating and maintaining WFP’s spatial dataset library, including extracting relevant information from various databases, reports, public repositories, and other sources;
  • Design, develop and apply data collection tools for geospatial information, including GPS coordinates;

Information management and data analysis

  • Contribute to the development and management of databases, spreadsheets, and other information management tools, including the review, documentation, and quality-assurance of datasets for accuracy, consistency and comparability.
  • Consolidate operational information on a regular basis to support analysis and data visualizations.
  • Perform data analysis related to food security, nutrition and vulnerability, with statistical software and document the analytical outputs.
  • Produce data visualizations, including dashboards, charts, infographics and other tools, for evidence generation products, advocacy and communications purposes.

Documentation, publication, and advocacy

  • Contribute to the design, development and production of communication materials and analytical products, such as reports, briefs, bulletins (e.g. food price bulletin), and presentations, for technical and non-technical audiences. The contributions can include narrative text, analytical inputs, maps, data visualizations and graphic design, where appropriate.
  • Participate in dissemination and advocacy related tasks in close collaboration with the WFP Communications team and in line with corporate guidelines.

Training and capacity strengthening

  • o Contribute to the design and delivery of technical trainings to government counterparts, cooperating partners, and WFP staff on food price and food security data analysis, and/or GIS, geospatial analysis, information management and interpretation and use of maps and other data visualization tools. The contributions can include training course materials, guidelines, self-learning tools, training delivery and facilitation, and training documentation, where appropriate.
  • Ensure gender dimensions are taken into account throughout all areas of work under this post;
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A university degree (Bachelor’s or Master’s) in a related functional area such as statistics, economics, econometrics, geography or similar. Language: Fluency (level C) in English language. Fluency (level C) or intermediate knowledge (level B) of another official language is an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has a minimum of 6 years of relevant experience as a data analyst, data scientist, GIS analysts or similar.
  • Has demonstrated skills in using Microsoft Excel and other standard software packages like Tableau, Canva.
  • Has proficiency in using GIS software (e.g., Arc-GIS desktop and Arc-GIS Pro, web-based mapping and analysis with Google Earth engine, QGIS), conducting geospatial analysis and producing map products.
  • Has experience in using statistical software (e.g., SPSS, Stata, R) and conducting statistical analyses, preferably in food security and nutrition.
  • Has experience using tablets/smartphones and digital data collection software (ODK, KoBoToolbox).
  • Has experience in database management, data visualization and dashboard development.

FUNCTIONAL CAPABILITIES:

Programme Lifecycle & Food Assistance: Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.

Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to implement, under guidance, food assistance programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.

Broad Knowledge of Specialized Areas (Nutrition): Understands basic technical concepts and data and their relevance to food assistance programmes.

Emergency Programming: Displays capacity to provide inputs into the development, implementation, and realignment of high-quality emergency programmes.

Strategic Policy Engagement w/Government: Understands and applies basic principles of engagement with government counterparts at the national or local level.
